Overview

The Public Sector Governance team at Oxford Policy Management is seeking a pool of high-experienced local experts, who can be rapidly mobilised to support government reform priorities in Pakistan. Appointments will be made on a fixed-term basis and are contingent upon the successful outcome of a bid for an upcoming project.

The programme is expected to provide technical assistance to ministries implementing reform roadmaps and institutional transformation initiatives.

We are particularly interested in experts with experience in one or more of the following sectors:

  • Tax and Revenue Reform
  • Public Finance Management and Fiscal Policy
  • Trade, Exports and Economic Competitiveness
  • Privatisation and State-Owned Enterprise Reform
  • Investment and Private Sector Development
  • Energy (Power and Petroleum)
  • Transport (Railways, Maritime and Aviation)
  • Information Technology and Digital Governance

Successful candidates will join a pool of experts who may be called upon to provide strategic advice, technical leadership, policy support, reform implementation assistance, capacity strengthening, and political economy analysis across a range of government institutions.

Position Summary

Depending on the assignment, responsibilities may include:

  • Providing high-quality technical advice to government ministries and agencies.
  • Supporting the design, implementation, and course correction of sector reform plans and roadmaps.
  • Advising ministries on concomitant institutional strengthening, governance reforms, and performance improvement.
  • Contributing to policy development, implementation planning, and change management processes.
  • Conducting diagnostics, assessments, and political economy analyses often within tight timeframes .
  • Supporting stakeholder engagement and consensus-building across government and development partners.
  • Collaborating effectively with other local and international experts within multidisciplinary teams.

Qualifications

Key Qualifications / Experience / Skills / Behaviours

We are seeking internationally recognised experts with the following qualifications and experience:

Essential Requirements

Relevant advanced qualifications

  • Postgraduate degree (Master's level or above) in the relevant sector, public policy, economics, governance, public administration, or a related discipline.

Strong domain expertise

  • Demonstrated technical experience (typically 15+ years) in the relevant sector esp working with large scale public sector organisations and ministries.
  • Demonstrated experience of working with senior government counterparts at federal level in Pakistan on sector reforms.
  • Deep understanding of sector-specific policy challenges, service delivery issues, and institutional reform priorities.

Proven Reform Experience

  • Strong track record of contributing to policy development, sector strategies, reform programmes, or institutional transformation initiatives.
  • Experience supporting governments at highest levels on the design and implementation of reforms.

Understanding of Pakistan's governance context

  • Expert level knowledge of Pakistan's federal and provincial governance systems.
  • Expert level understanding of political economy dynamics, stakeholder environments, and implementation challenges within Pakistan.
  • Experience working outside Pakistan in comparable contexts is strongly preferred.

Collaboration and mobilisation

  • Experience working in multidisciplinary international and local teams.
  • Excellent communication, stakeholder engagement, and relationship-management skills.
  • Ability to mobilise rapidly and work flexibly in response to programme needs.

Desirable Requirements

  • Internationally recognised subject-matter expertise.
  • Experience advising senior government officials, ministers, or executive-level decision-makers.
  • Publications, research, or policy contributions in the relevant sector.
  • Experience working with FCDO, the World Bank, Asian Development Bank, UN agencies, or other major development partners.
