Head of Compliance and Governance

PARCO is seeking applications for its 100% owned subsidiary PARCO Pearl Gas (Pvt) Ltd.
Role Purpose
To establish, lead, and strengthen an independent Compliance & Governance function at PPGL, ensuring robust oversight across technical & safety, regulatory, operational, and commercial domains.
The role is responsible for embedding a strong governance framework, enhancing transparency, and proactively identifying compliance risks while maintaining clear accountability within line management.
Reporting Line
- Reports directly and independently to the CEO – PPGL
Key Responsibilities
1. Compliance & Governance Strategy
- Develop and implement an enterprise-wide Compliance & Governance framework aligned with PPGL’s business objectives
- Establish policies, procedures, and internal controls to ensure adherence to regulatory and corporate requirements
- Promote a culture of ethics, integrity, and compliance across the organization
2. Enterprise Compliance Oversight
Provide independent oversight across all key business areas:
- Technical & Safety (in coordination with HSE & Asset Integrity)
- Regulatory compliance (OGRA, industry regulations, statutory requirements)
- Operational processes and controls
- Commercial and contractual compliance
3. Risk Identification & Management
- Identify, assess, and prioritize compliance risks across the organization
- Highlight gaps, control weaknesses, and non-compliance areas
- Ensure timely escalation of critical risks to CEO and senior management
- Develop mitigation plans and track closure of compliance issues
4. Monitoring, Assurance & Reporting
- Establish and oversee compliance monitoring mechanisms, audits, and review processes
- Develop dashboards, KPIs, and reporting tools to ensure visibility of compliance status
- Ensure transparent and structured reporting to leadership
5. Governance Framework & Committees
- Design and strengthen governance structures, including policies, charters, and frameworks
- Act as secretary/advisor to relevant governance committees (e.g., Compliance Committee, Risk Committee)
- Present compliance insights, risks, and recommendations to senior leadership and Board-level forums (if applicable)
6. Cross-Functional Collaboration
- Collaborate closely with HSE & Asset Integrity, Finance, Legal, HR, and Operations teams
- Ensure alignment of compliance requirements with business operations
- Enable departments to strengthen their internal controls and compliance practices
7. Advisory & Capability Building
- Act as a trusted advisor to leadership on governance, risk, and compliance matters
- Conduct awareness sessions and trainings to build a compliance-driven culture
- Support continuous improvement in policies, processes, and controls
Education & Experience
- Bachelor’s degree in Engineering, Business Administration, Law, or relevant discipline (Master’s preferred)
- Minimum 15+ years of experience in Compliance, Governance, Risk Management, Audit, or related roles
- Experience in Oil & Gas, LPG marketing, energy sector, or downstream operations preferred
- Strong understanding of regulatory frameworks (e.g., OGRA), HSE standards, and corporate governance practices
