Background / Mission Presentation

Triangle Génération Humanitaire (TGH) is a French international solidarity organization implementing emergency, rehabilitation, and development programs across multiple sectors, including WASH, food security, livelihoods, education, protection, and psychosocial support. TGH launched operations in Pakistan following the 2022 floods, with its presence formally approved in 2023. Most recently, TGH received its registration with Minister of Interior, Govt of Pakistan, it is therefore the mission is now focused on consolidating operations, expanding partnerships, and delivering sustainable impact, beginning with the ‘GROW-Pak’ project in Gilgit-Baltistan in partnership with AFD and ASF.


Purpose of the Role

The Admin & Liaison Officer is responsible for ensuring efficient administrative and HR support, managing liaison with government ministries and authorities, and supporting the organization’s security and logistics functions. This role ensures smooth daily operations, compliance with national requirements, and contributes to staff safety and well-being by assisting in security management and coordination with relevant authorities.

Key Responsibilities

Office & Administrative Management

  • Manage day-to-day office operations including supplies, facilities, and service contracts.
  • Maintain accurate filing systems, documentation, and correspondence.
  • Ensure proper upkeep/cleanliness of premises, utilities, IT systems, and communication facilities.
  • Support organization of meetings, workshops, and official events, including travel and accommodation arrangements.

HR & Staff Support

  • Maintain personnel files, contracts, attendance, and leave records.
  • Support recruitment processes including job posting, shortlisting logistics, and interview scheduling.
  • Assist with onboarding of new staff including inductions, briefings, and orientation.
  • Assist the Support Function Manager to maintain HR databases.
  • Provide general HR support to staff and ensure compliance with national labor laws.
  • Maintain active liaison and regular follow-up with MoI, EAD, PCP, SECP, NDMA, and other relevant authorities.
  • Facilitate NOCs, approvals, and renewals of project agreements/registration.
  • Ensure timely submission of compliance documents and reports to authorities.
  • Track and advise management on changes in government policies affecting NGO operations.
  • Assist the Country Director to implement security protocols and staff safety measures.
  • Provide security briefings for new staff and visitors upon their arrival in the country.
  • Maintain contacts with law enforcement, local authorities, and security actors.
  • Assist the Country Director in incident reporting, risk monitoring, and compliance with organizational security procedures.
  • Support the Country Director in developing and updating contingency planning and ensuring emergency preparedness in the office.
  • Support procurement processes ensuring compliance with organizational policies.
  • Maintain office asset registers and oversee inventory management.
  • Ensure safe and efficient use of vehicles, equipment, and supplies.
  • Provide logistical support for field visits, workshops, and training sessions.
  • Coordinate travel arrangements and ensure proper documentation for visitors.

Qualifications & Skills

  • Bachelor’s degree in administration, management, or related field.
  • 3–5 years of relevant experience in administration and liaison roles, preferably with INGOs.
  • Strong knowledge of Pakistan’s government systems, regulations, and NGO compliance processes.
  • Basic knowledge of security management and coordination with law enforcement.
    Excellent organizational, interpersonal, and communication skills.
  • Ability to multitask, prioritize work, and maintain confidentiality
  • Good communication and analytical skills
  • Good command of English and Urdu languages
