About Us
The National Credit Guarantee Company Limited (NCGCL) has been incorporated as a public company limited by shares, with the subscribed shareholding of Government of Pakistan - Ministry of Finance (44%), and Karandaaz Pakistan (56%). The initial capital of the company has been made available by the United Kingdom’s Foreign, Commonwealth & Development Office (FCDO) under its Financial Inclusion Program. NCGCL has been incorporated as a Non-Banking Financial Company (NBFC), which is regulated by the SECP, and has acquired an Investment Finance Services (IFS) License.
Being a highly specialized institution, NCGCL will be designing and structuring guarantee products, which de-risk SME financing and will help financial institutions increase access to finance for the same. NCGCL will facilitate allocation of capital towards areas, which have a higher economic, employment, and impact multiplier. The primary objective of NCGCL remains to enhance access to capital for SMEs through various structured products, and catalyze economic growth in the process by targeting a largely underserved economic segment.
Job Overview
The Head of Guarantees will lead the development, management, and expansion of the company’s guarantee products and services. This role is essential in fostering relationships with financial institutions, developing innovative credit guarantee solutions, and ensuring that the institution’s risk management frameworks are robust and effective. The Chief Guarantee Officer will be a key player in supporting economic growth by enabling credit flow to underserved sectors through structured guarantees.
Key Responsibilities
Guarantee Product Development
- Design, develop, and manage credit guarantee products that meet the needs of financial institutions, borrowers, and underserved markets.
- Conduct market research to identify emerging needs, gaps in existing financial products, and opportunities to innovate new guarantee products.
- Collaborate with internal teams (e.g., risk, legal, and finance) to structure guarantees in alignment with the institution’s risk appetite and regulatory framework.
Guarantee Issuance & Management
- Oversee the entire process of guarantee issuance, from initial assessment to structuring, documentation, and disbursement.
- Ensure that guarantees are issued in compliance with all legal and regulatory standards, managing operational risk throughout the lifecycle of the guarantees.
- Monitor and assess the performance of guarantees, ensuring timely claims processing, accurate reporting, and strong client relationships.
Liaison with Financial Institutions
- Establish and maintain strong relationships with partner financial institutions, including banks, microfinance institutions, non-banking financial companies, and fintech firms.
- Negotiate terms and conditions for guarantees, ensuring alignment with partner institutions’ needs while protecting the company's interests, as well as ensuring risk is adequately covered in the pricing.
- Act as the primary point of contact for financial institutions seeking credit enhancement solutions through guarantees, providing expert advice and tailored solutions.
Stakeholder Management & Engagement
- Build relationships with key stakeholders including government bodies, development finance institutions (DFIs), multilateral agencies, and other relevant organizations.
- Represent NCGCL in discussions, conferences, and meetings with external partners to promote and advance the organization’s guarantee offerings.
- Maintain regular communication with both internal and external stakeholders to ensure transparency and effective collaboration.
Risk & Compliance Oversight
- Work closely with the Risk and Compliance department to ensure that the guarantee portfolio is managed within established risk frameworks and meets regulatory standards.
- Continuously monitor the credit risk associated with guarantees, adjusting products and strategies to mitigate potential losses.
- Develop risk assessment models to analyze and manage the financial health of the guarantee portfolio.
Innovation & Product Strategy
- Lead the innovation of guarantee products to support various sectors, including SMEs, agriculture, infrastructure, and other high-impact areas.
- Work on the creation of new product lines, such as green guarantees, export guarantees, and guarantees aimed at specific underserved market segments.
- Align product development with market needs, ensuring the creation of sustainable and scalable financial solutions.
Business Development
- Develop and execute strategies to expand the company’s guarantee services and client base.
- Identify new sectors and opportunities where guarantees can enhance credit availability, and actively pursue these opportunities.
- Create partnerships and alliances that will strengthen NCGCL’s role in providing credit guarantees to underserved markets.
Team Leadership & Development
- Lead and develop a high-performing team responsible for the guarantee portfolio, providing guidance, coaching, and mentorship.
- Set performance targets for the Guarantees team and ensure achievement through active management, feedback, and support.
- Foster a culture of innovation, excellence, and collaboration within the team.
Reporting & Performance Analysis
- Provide regular reports to the CEO and the Board of Directors on the performance, risks, and opportunities within the guarantee portfolio.
- Analyze financial data and market trends to evaluate the impact of guarantee products and recommend improvements.
- Ensure timely and accurate reporting to regulators and external stakeholders as required.
Eligibility Criteria
Education
- Bachelor’s degree in Finance, Economics, Business Administration, or a related field. A Master’s degree or professional certification (such as CFA, FRM) will be preferred.
Experience
- At least 10 years of work experience in the financial sector, with at least 5 years in a senior role managing credit guarantees, risk, or related financial products.
- Proven track record of developing and managing financial products, especially on origination, or credit risk assessment side of the business.
- Experience of working with banks, financial institutions, and regulators, preferably within Pakistan, or other emerging markets.
Technical & Behavioural Competencies
- Strong understanding of financial markets, credit risk, and guarantee structures.
- Expertise in risk management and financial analysis.
- An inclination towards development, and roll-out of tech-oriented solutions such that the organization can be scaled up through tech-oriented products
- Excellent negotiation and relationship management skills, particularly with financial institutions.
- Excellent communication and presentation skills
- Strong analytical and problem-solving skills, with an ability to structure complex financial products.
- Strategic thinking and decision-making abilities.

- Leadership and team management experience, with the ability to inspire and lead a high-performing team.
