Job Summary CARE International in Pakistan is recruiting Deputy Team Lead (DTL) for its upcoming FCDO funded Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) Programme in Pakistan. This is approximately £4 million programme with a duration of 3.5 years. The expected impact of this programme is “increased capacity of at risk and climate vulnerable households and communities to anticipate, adapt to, and absorb the impact of shocks and stresses induced by climate change and natural disasters, including measurable changes in gender roles and social inclusion”. The position is based in Karachi with at least 50% of the time in the field and travel to any part of the country for initiating a response on short noticeDeputy Team Lead will support the Team Lead in managing and overseeing the programme, including planning, coordination, monitoring, evaluation, ensuring compliance with donor requirements and alignment with project objectives. S/he will guide the technical team to deliver high-quality programming and achieve results. The role involves managing a diverse team, fostering innovation, and addressing resilience and climate challenges effectively. The position also requires providing regular updates, reports, and insights to demonstrate impact and ensure accountability.
Job Responsibilities and Tasks
1 - Strategic Leadership, Project Management and Execution (30% of the time):
- Provide strategic direction and vision for the implementation of the project, ensuring alignment with CARE's mission and objectives.
- Oversee all aspects of project implementation, including planning, budgeting, monitoring, and evaluation, to ensure the timely and effective delivery of project outcomes.
- Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with donor guidelines and within set timelines to achieve objectives.
- Identify issues and risks related to activity implementation and implement appropriate mitigation / corrective measures in a timely manner.
- Oversee program administration, operations, implementation, and fiscal management to ensure technical and financial activity aligns with scope and budget allocations, internal policies, and donor regulations.
- Manage and oversee all contract management and implementation tasks based on established donor regulations, procedures, and organizational guidelines.
- Support Team Lead in budget management especially at field level.
- Work closely with Team Lead in reviewing monthly and quarterly budgets/BVA and make adjustments as necessary.
- Deploy to any part of the country to initiate a humanitarian response on short notice.
- In the absence of Team lead work as acting/interim Team Lead
2 - Technical leadership, Program Quality and Business Development (25% of the time):
- Provide technical leadership to the team in all programmatic areas including climate resilience, building community-level resilience climate related shocks and stresses, ensuring the integration of best practices and innovative approaches.
- With the support of MEAL team develop and implement robust monitoring and evaluation mechanisms to track progress, identify challenges, and facilitate adaptive management.
- Ensure donor compliances.
- Prepare pitch for the donors and raise funds for expanding the program.
- Support Director Business Development and Communication in positioning, development of technical proposals and raising resources for expanding the portfolio.
3- Stakeholder Management & Partnerships (15% of the time):
- Establish and maintain strong partnerships with relevant government agencies, civil society organizations, other consortium members and other stakeholders to leverage resources and maximize impact.
- Represent CARE and the project with key stakeholders, and at conferences, workshops, meetings, and other relevant industry gatherings.
- Lead team to provide effective coordination between and guidance to implementing partners, regional and district governments, project participants, and other key stakeholders, ensuring ownership of the initiatives and models by key stakeholders.
- Supervise the administration of sub-recipient awards to ensure technical and financial compliance with donor and CARE standards.
4- Representation and Reporting (10% of the time):
- Prepare high quality regular reports, briefings, and presentations for internal and external stakeholders, including the donor, highlighting achievements, challenges, and lessons learned.
- Represent CARE International in relevant forums, conferences, and meetings, advocating for policy changes and promoting greater awareness of issues related to Resilience, Climate Change and DRR.
- Represent CARE International in meetings with Government bodies, UN agencies, Technical Working groups / Clusters at national, provincial and district level.
5- Team Management (15 of the time):
- Lead and manage a diverse team of professionals, providing guidance, mentorship, and support to ensure high performance and professional development.
- Proactively foster a team culture based on mutual respect and accountability and commitment to upholding CARE’s core values.
- Optimize opportunities to improve staff productivity, creativity, and performance, and foster an enabling environment for staff wellness, recognition, and reward.
6- Other responsibilities as assigned (5% of time)
- Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
Required
- Bachelor's degree in disaster management, environment, social sciences, international development, or a related field.
Desired
- Master's degree in disaster management, environment, social sciences, international development, or a related field is preferred.
B) Experience/ Technical Skills
Required
- Minimum of 12 to 15 years of program experience with an INGO or UN agency in managing complex social development projects including at least 5 to 7 years of experience with an INGO at Senior Project Manager or Deputy Team Lead experience in one of the areas such as; resilience, climate change or humanitarian Demonstrated experience of managing large project with major institutional donors such as FCDO, USAID, DFAT, ECHO or others.
- Demonstrated experience of successfully managing budgets for a value of atleast $ 1.5 million per annum with large donors such as FCDO, USAID, DFAT, ECHO and others.
- Demonstrated experience of managing large teams especially supervising staff of senior level including Project Managers and sector technical specialists.
- Demonstrated understanding of social inclusion, especially engaging with marginalized groups/ communities as well as related organisations who can contribute to policy and implementation at both the community and decision maker levels.
- Excellent communication, negotiation, and networking skills, with the ability to engage effectively with diverse stakeholders, including government officials, donors, and community leaders.
- Experience of fund raising from large donors Strong project management skills with demonstrated experience of using project management tools for large projects.
- Fluency in English and Urdu is required.
- Expertise in technical areas of disaster management and/or climate change programming. Proficiency in regional languages preferred. Experience of managing payment by results grant mechanism is preferred
