Job Description:
Purpose of the Position:
  • The Director P&LP is responsible for overseeing all procurement and local purchasing activities to ensure efficiency, transparency, and compliance with institutional policies and Public Procurement Regulatory Authority (PPRA) rules.
  • The role entails managing procurement for diverse categories, including furniture, IT equipment, laboratory equipment, ration stores, and other essential materials.
  • Additionally, the Director will ensure cost-effectiveness, timely delivery, and proper management of inventories, supporting NUST's operational and strategic objectives.

Qualification & Experience:
Essential:
  • Master's degree in Procurement, Supply Chain Management, Business Administration, Social Sciences, or relative field.
  • At least 20 years of experience in the field of general administration, man management and material management.
  • Must have 2 to 4 years of experience of supply chain management and large-scale procurement in a mega organization.
  • Working experience in above-mentioned fields in a public and international organization will be preferred.

Desirable:
  • Supply Chain (Diploma) having minimum 10 years in a leadership role.

Key Responsibilities:
  • Procurement Management
  • Oversee centralized procurement operations for furniture, stationery, IT equipment, cleaning materials, lab equipment, and ration stores.
  • Ensure strict compliance with PPRA rules and internal procurement guidelines.
  • Prepare and review tender documents and contract agreements to ensure clarity, accuracy, and compliance.
  • Supervise direct procurement from OEMs (Original Equipment Manufacturers) for cost and time efficiency.
  • Manage the custom clearance process for imported goods and coordinate their transportation to NUST premises.

  • Vendor and Contract Management
  • Negotiate and finalize vendor contracts to ensure the best value for NUST.
  • Establish and maintain strong vendor relationships, ensuring timely delivery and quality assurance.
  • Conduct market surveys to identify reliable suppliers and benchmark competitive pricing.
  • Inventory and Warehouse Oversight
  • Manage and maintain inventories in warehouses, ensuring accurate recordkeeping and efficient stock turnover.
  • Conduct periodic stock-taking to prevent discrepancies and ensure accountability.
  • Implement systems and procedures to prevent theft of inventory.

  • Local Purchase Activities
  • Supervise local purchase operations to ensure timely procurement of essential items, including petty purchases.
  • Ensure procurement of ration stores and other time-sensitive supplies at economical rates.
  • Oversee repair and maintenance of office equipment, furniture, and photocopiers for schools and departments.

  • Operational Management
  • Establish workshops for repairing and maintaining furniture, upholstery, and other equipment.
  • Supervise the condemnation, survey, and auction of obsolete items in compliance with institutional policies.
  • Monitor the timely procurement and maintenance of ration stores for staff and students.

  • Leadership and Compliance
  • Lead and mentor a team of procurement professionals, fostering a culture of accountability and efficiency.
  • Ensure procurement policies and practices align with institutional goals and regulatory requirements.
  • Develop and implement strategies for process improvement and cost optimization.

Knowledge/Skills/Abilities:
  • Exceptional written and verbal communication skills.
  • Strong knowledge of PPRA rules and procurement regulations.
  • Expertise in vendor management, contract negotiation, and market analysis.
  • Proven experience in inventory management and operational oversight.
  • Excellent organizational, analytical, and decision-making skills.
  • Proficiency in procurement software and inventory management tools.
  • Strong leadership and team management capabilities.

Desirable:
Professional certifications (e.g., Certified Purchasing Manager (CPM), Certified Supply Chain Professional (CSCP), Certified Professional in Supply Management (CPSM), or equivalent)
Terms & Conditions:

  • Last education certificate/degree must be attested/verified by HEC.

  • 3rd Div in academic career / weak academic profile.
  • NUST employees with less than one year of service with NUST and / or absence of NOC from Head of Institution.
  • In process of pursuing a required degree.
  • Medically unfit.
