Engagement Manager – Assessment and Improvement of Compliance Management Practices in RTO-I & CTO Karachi
The Revenue Mobilisation, Investment and Trade (REMIT) is a seven-year (2021 – 2027) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The programme provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.
To strengthen compliance management practices in field formations, the Federal Board of Revenue (FBR) has sought technical assistance through the REMIT Programme. A diagnostic review will be undertaken in Karachi, covering one Regional Tax Office (RTO) and the Corporate Tax Office (CTO). The review will help identify current gaps and opportunities, and generate actionable recommendations aimed at streamlining processes, improving resource utilisation, and enhancing the capacity of officers to manage compliance workloads more effectively.
Undertaking a diagnostic review of selected field formations will establish a baseline of current compliance practices, identify bottlenecks in workflows and supervisory oversight, and translate findings into actionable recommendations for case-management, office processes, and prioritization frameworks. The review will also assess actual use of dashboards/MIS and decision-support tools in day-to-day operations and explore practical nudges to improve taxpayer responsiveness.
Job Summary
The Engagement Manager will lead the end-to-end assessment and implementation of compliance management across RTO-I Karachi and CTO Karachi, with a focused review of five sampled taxpayer units in each formation. The role combines rigorous diagnostics with hands-on delivery: mapping jurisdictional structures and reporting lines, reviewing case workflows and tool usage, isolating constraints and duplication, and converting evidence into a practical reform package benchmarked to international best practice. The Engagement Manager will steer implementation inside the target offices, coordinate a multidisciplinary team, and drive alignment with leadership and focal officers. A core mandate is to operationalise approved recommendations—piloting priority changes, running validation workshops, and codifying lessons for replication under the Transformation Plan 2024.

Duties And Responsibilities
- Stakeholder Collaboration: Conduct end-to-end stakeholder discovery: embed on the ground to run targeted interviews on workflows, compliance challenges, and capacity gaps, while conducting high-level consultations with the Chief Commissioner and Commissioners to test oversight practices and translate findings into governance actions.
- Diagnostic Mapping: Direct a rigorous diagnostic: synthesise recent field summaries, validate where formal procedures diverge from operational reality through targeted verification, and produce a definitive process inventory.
- Map Women Taxpayer Experiences: Embed a gender lens across the assessment—explicitly incorporate the perspective of female taxpayers and lead an analysis of gendered differences in taxpayer journeys, barriers, and outcomes.
- Nudging Interventions: Direct an evidence-based review of nudging needs and performance: analyse taxpayer segments and touchpoints to identify intervention opportunities, and assess prior campaigns for reach, uptake, and outcome effects.
- Comparative Review & Benchmarking: Lead a comparison of documented processes with international standards, including the OECD Compliance Risk Management model, and identify specific elements that can be incorporated and implemented.
- Synthesis & Recommendations: Produce final findings report and briefing deck for FBR, formally present the conclusions, and facilitate validation workshops to test assumptions, refine recommendations, and agree next steps.
- Implementation Support: Oversee the pilot of selected workflows and nudging strategies; produce an implementation report and a post-pilot lessons report; and provide strategic support to FBR for the wider rollout of approved recommendations.
- Overall Oversight: Oversee and manage a multi-disciplinary team.
Qualifications And Experience
- Master’s degree in Business Management (preferred) or Economics, Public Policy, Public Administration, or related field from a reputed Pakistani or international university.
- 8–12+ years in management consulting or public-sector transformation, with a strong record of end-to-end delivery in government settings (tax/revenue administration experience preferred).
- Demonstrated leadership of diagnostic studies, process reviews, and operating-model/organisational reform—including case-management and compliance workflows within tax or adjacent regulatory bodies.
- Familiarity with international good practice and the ability to translate benchmarks into practical, context-appropriate reforms.
- Comfort working with dashboards, MIS/IT systems, and administrative data to inform decisions; able to define KPIs, set up monitoring frameworks, and interpret performance trends.
- Proven ability to liaise with senior government counterparts and manage multi-disciplinary teams.
- Strong drafting, reporting, and executive presentation skills; able to synthesise complex analysis into clear, actionable recommendations for leadership.
