Purpose Of Job

This position is part of a larger team of Business Support Services. This position will be reporting to the Head of Security and will require supervision of security staff at on-site as well as off-site British Council project offices in Pakistan.

Job Title: Health Safety and Security Manager
Purpose Of Job
- To ensure the security of British Council Islamabad office including support to any off-site British Council Events, Projects Offices/Venues as well as residences of UK appointed staff in the city
- To liaise with internal British Council teams to ensure delivery of duty of care to British Council Islamabad staff
- To manage the security team to provide necessary security protocols as and when required
Accountabilities, Responsibilities, And Main Duties
This position is part of a larger team of Business Support Services. This position will be reporting to the Head of Security and will require supervision of security staff at on-site as well as off-site British Council project offices in Pakistan.
Security Management
- Identify any security threats and risks for senior management
- Provide sound, accurate and reliable security briefings and updates for the Deputy Director by collating security information from a variety of sources including networking with local security and police agencies.
- Act as a point of contact on all security matters for staff in the Islamabad office
- Manage visa related formalities and documentation related to stay of UKA staff and their dependants in Pakistan
- Install security protocols related to stay and movement of UK appointed staff and their dependants in Pakistan, where required
- Provide security guidelines and timely updating security conditions in assigned locations and implement/modify security plan as and when required
- Tracking and monitoring of all staff movement outside the British Council offices within working hours
- Tracking all international staff and visitor movement outside the British Council offices on a 24-hour basis
- Conduct the risk assessment of venues, premises and other required locations
- Implementation of business continuity plan based on the risk assessment
- Prepare emergency preparedness plan and ensure implementation of emergency drills to check the efficacy of prepared plans
- Provide day to day security management of security staff (guards) – if applicable
- Managing and approving vehicle travel by staff (route planning, risk assessments and ensuring with facilities that vehicles are equipped and fit for travel)
- Give security briefings to all new staff/visitors/consultants arriving in your area or travelling out to field sites
- Liaise with the security agency (where applicable) to ensure adequacy of security provisions at the premises and other required locations
- Ensure safety and security of British Council staff and customers in event of an untoward incident
- Provide timely and relevant security alerts, guidelines and recommendations as and when required based on security situation in Islamabad
- Establish and maintain good working relationships with British Council staff in the office locally and nationally
- Liaison with British High Commission security staff, Pakistan Humanitarian Forum, UNDSS, International and local NGOs, Pakistan Security Forces organisations (Army, Police, etc…) as appropriate.
- Deal with customers (both internal staff and external service providers), communicate assertively/persuasively to coordinate complex activities
- Develop relationships and contacts with stakeholders such as foreign embassies, international and Pakistani Government ministries

Child Protection and Adult Safeguarding
- Ensure that third parties, security staff and janitorial services understand the child protection code of conduct and comply with the safeguarding standards (at BC premises, venues (including exam venues) and events etc).
- Ensure the front premises/ library spaces to be designed in a child-friendly and safe space for adults at risk.
- Escalate safeguarding concern/incidents to the National Safeguarding Manager, Pakistan
Role specific knowledge and experience
Minimum/essential
- Field Relevant certification or license
- Four to six-year relevant experience
- At least one year of managing a team
- Prior experience in management of safety and security of an international organization
- Law enforcement experience
- Experience in an Administrative or Office management role
