The United Nations Office on Drugs and Crime (UNODC) Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its Country Programme II (CPII) 2016-21 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. COPAK has developed a programme of actions that include outcomes in Criminal Justice. One of these outcomes (Outcome 6) deals with effective prosecution and adjudication of criminal cases with a series of activities including training, providing equipment, compiling data on trends and monitoring and evaluation. All these activities are designed to increase the capacities of government agencies and other stakeholders. COPAK requires the services of Programme Officer to support the implementation of the Outcome 6 of the Country Programme II.
To manage the implementation of activities and tasks under Outcome 6 (Prosecutorial and Judicial services enhanced for fair, effective and prompt prosecution and administration of criminal cases) of the COPAK Country Programme-II, the Officer is expected to deliver high quality outputs and products, build and engage a network of active stakeholders, support the implementation of interventions to enhance prosecution of criminal cases and ensure that budgets and plans are maintained.
The Programme Officer Prosecution and Judiciary will be required to work closely with the Ministry of Interior, Supreme Court of Pakistan, the provincial Prosecution departments, the Pakistan Judicial system, as well as federal and provincial legislatures. The management of COPAK and the affiliated Government ministries and agencies will be advised and guided on identified needs and issues.
Duties and Responsibilities
- The Programme Officer Prosecution and Judiciary will report to the Criminal Justice Advisor and will work closely with the Country Representative as well as Sub Programme Coordinator and Officers.
- The Programme Officer Prosecution and Judiciary will undertake the following substantive duties and responsibilities:
- Design and manage the implementation of prosecution work under the Country Programme II along with Judiciary;
- Coordinate UNODC’s Prosecution and Judiciary work with the Government of Pakistan ministries and criminal justice-related agencies and ensure synergies with Government policies and frameworks both at the federal and provincial levels;
- Design, source and supervise expert input into programme activities, both substantive and for monitoring purposes;
- Monitor and provide reporting on programme progress towards outcomes, within the framework of UNODC’s Country Programme II for Pakistan;
- Ensure the integrity of financial systems, reviews budget requirements of the programme and the office and ensures consistent application of rules and regulations in cooperation with the Programme Associate;
- Maintain updated data and information on UNODC programmes and activities as well as on activities of other multilateral and bilateral stake-holders for a variety of internal and external purposes (e.g. donors requirements);
- Analyze the criminal justice situation in the country and prepare and organize a variety of written inputs as necessary, such as background papers, concept notes, working and position papers, presentations, briefing notes as well as regular documents such as correspondence with governments and mission reports;
- Attend policy making and expert group meetings to analyze and advise on UNODC relevant issues; when requested, represent UNODC at those meetings;
- As required, supervise professional and support staff in particular junior staff on substantive and programmatic issues;
- Any other duties as assigned by the Advisor, Criminal Justice/SPII.
- Implementation plan based on the work-plan for the Prosecution and Judiciary work under the Country Programme II;
- Reporting on progress in house as well as quarterly, semi-annual and annual reporting to donors;
- Produce and manage briefs, reports and assessments on issues identified in line with research and recommendations;
- Organize and/or deliver trainings/seminars/workshops/consultations to relevant Government ministries and agencies both at the federal and provincial levels;
- Develop proposals in line with the donor requirements and relevant budgets in consultation with Finance Department.
Required Skills and Experience
- A professional, holding a Master’s degree in Business Administration, Law, Social or Political Science, International Relations or other relevant academic fields, plus a minimum of 5 years of relevant professional work experience with the criminal justice system or affiliated Government ministries and agencies as well as programme management
- Capacity to devise, set-up and manage training programmes
- Ability to produce concise reports and presentations
- Excellent verbal and written communication skills in English and Urdu
- Ability to work under pressure and to meet tight deadlines
- Experience working with United Nations and/or International Organizations preferred.
- Solid knowledge of MS office tools (Word, Excel) with advanced knowledge of Power point.
