Position Objective: Overall objective of this position is to manage the daily operational matters of finance department, monthly accountancy closure with capital finance team & Head of Finance for processing of payments. Management of cash box Bank Book. Recording all the financial transactions in SAGA. Assist Head of Finance Islamabad in Funds/Cash management. Assist the Head of Finance Islamabad & capital finance team in donor and Financial reporting. Preparing Financial reports of l project, Réconciliation of Financial reports and updating the BFUs. Review of partners Financial reports and update It in Financial systems.


Relevant Experience:Master's Degree in relevant field Minimum 04 years of overall experience and 02 years in relevant field in development sector OR Bachelor's degree in relevant field with minimum 06 years overall expereince with 04 years in relevant field in development sector


Job Description:


Mission 1 : Accountancy Role


The Finance Officer is responsible for -



  • Manage the base accountancy matters.

  • Review cash and bank books for coding, allocation

  • Process the payments as per AAH policies & procedures.

  • Ensure that all financial transactions are properly entered in books and SAGA

  • Check and Process the monthly accountancy closure.

  • Ensure the availability of accounting record at the time of audit.

  • Ensure the compliance of FBR & SRB rules while processing payments.

  • Validate Purchase Listings and Supplier Purchase Orders of base as per threshold assigned

  • Process accruals and recharges, and keep their track record as well as processing reversals as per requirement.

  • Process correction/adjustment entries.


Mission 2 : Budgets and Partners’ Management.


The Finance Officer is responsible for -



  • Assist in preparation of budgets & proposals.

  • Assist in working of budget revisions and addendums.

  • Ensure that project approved budgets are timely uploaded into systems.

  • Closely monitoring partner advances and submit timely liquidations processing partners funds requests.



  • Ensure that partner’s reports are prepared in accordance with donor requirements.

  • Assist Finance team as Capital Office in Planning, assessing, forecasting and financial monitoring of ongoing projects.

  • Coordinate with partners for submission of reports and funds requests.

  • Ensure that all financial transactions related to partners are duly incorporated in SAGA.

  • Review of SAGA ledger for ensuring that partner expenses are properly reflected in Financial System


Mission 3 : Financial Reporting Role


The Finance Officer is responsible for –



  • Preparing the donor’s financial reports as per donor’s requirements and submit to Head of Finance Islamabad for review.

  • Provide timely and accurate financial information to projects team and management as per requirement.

  • Consolidation and Analysis of data for compilation of financial reports as per management requirement.

  • Review of donor guidelines and ensure budget flexibility is fully respected

  • Ensure that all transaction are duly incorporated in SAGA for all the donors.

  • Assist in preparation of budgets with Program team on Donor Formats.

  • Close Coordination with budget holders for revision of budgets/processing of addendums.

  • Review of SAGA data to ensure that expenses are being recorded in correct budget lines and are being charged to correct project.

  • To check that shared cost is being properly reported to each project being managed by provincial office.


Mission 4 : Advances, Payroll & Funds Management Role


The Finance Officer is responsible for –



  • Coordinating with concerned staff for compiling the treasury forecast as per requirement of capital office.

  • Managing the balances of cash box.

  • Processing the staff and suppliers advances and ensure that these are timely closed.

  • Processing of monthly payroll.


Mission 5 : Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies


This position is responsible for:



  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies

  • Implement all work related activities with a gender, inclusion and child protection lens

  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability


Skills Required:



  • Master's Degree in relevant field Minimum 04 years of overall experience and 02 years in relevant field in development sector OR Bachelor's degree in relevant field with minimum 06 years overall expereince with 04 years in relevant field in development sector

  • Able to analyze and summarize financial information.

  • Well aware of generally accepted accounting principles and tax laws.

  • Computer skills - Microsoft office, Advance Excel
