Position Objective: Under the general guidance and supervision of Head of Programmes Development and Partnerships, the Grants Officer is responsible for support to overall resource mobilization activities ensuring qualitative proposals, quality communication, visibility & reporting and contract management, in close coordination with the programme teams involving HQ and Country Officer. This includes coordination of programme development; lead in coordinating and ensuring quality and timely submission of donor reports for the Mission, and provide support in reviewing and editing donor proposals and reports. This role also ensures the timely preparation and dissemination of briefing documents and reports in support of the ACF mission in the country.


Relevant Experience: Degree in Development Studies, International Development Social Science or relevant discipline. Minimum 04 years of overall experience and 02 years in relevant field in development sector (With Master Degree) OR Bachelor's degree in relevant field with minimum 06 years overall experience with 04 years in relevant field in development sector. Extensive experience of business development, donor scoping, quality proposals and reporting.


Job Description:


Mission 1: Support in Programme Reporting and Documentatio


The Grants Officer will:



  • Update and maintain information on all donor and Programme reporting requirements and templates.

  • Lead on internal and external reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and ACF requirements.

  • Maintain close collaboration with relevant program and support staff in preparation of donor reports.

  • Ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal documentation and other grants management tracking tools.

  • Ensure the templates, donor guidelines and final version of reports are properly saved in the relevant SharePoint folder and easily accessible to programme colleagues

  • Support in consolidation and analysing data on programme implementation and indicators (e.g. nutrition, health, water and sanitation) in order to facilitate the preparation of periodic reports, i.e. Sitreps, activity-specific reports, as required

  • Supporting program teams in finalization of donor and HQ reports which includes (but is not limited to): APRs, monthly reports and Quarterly Reports,

  • Provide quality assurance of reports. This includes gathering of information, consolidation, editing, layout and branding of all required reports which include ad hoc proposals, donor interim and final reports and specific thematic reports.

  • Provide editorial support to program teams for review of reports and documents and ensure the quality and presentation of reports shared externally;

  • Travel to the field sites as needed to support program reporting


Mission 2: Support in Programme Development (concept note, proposal or extension)


The Grant Officer is responsible for:



  • Update and maintain information regarding the funding tracker including donor and partnership mapping

  • Maintaining a broad and deep understanding of donor policies, regulations, and procedures and assist program technical leads and operations staff with understanding them.

  • Prepare opportunities analysis of all funding opportunities and assist programme technical leads and operations, understanding them and call go-No- go meeting.

  • Contribute to and coordinate (Country office, field bases and HQ) the development of high-quality proposals and concept papers for submission to donors including technical and financial offers.

  • Contribute on budgeting as requested for new proposals in line with standard ACF budgeting practices, in close collaboration with relevant finance, supply chain and program staff.

  • Support program design for new business development opportunities with relevant program and field staff upon request.

  • Ensure the templates, donor conditions and final version of proposals are properly saved in the relevant SharePoint folder and easily accessible to programme colleagues

  • Provide quality assurance of proposals. This includes gathering of information, consolidation, editing, layout and branding of all required reports which include need assessments, former ACF projects or specific thematic reports.


Mission 3: Support the Country Office in the development of strategical partnerships:


The Grant Officer is responsible for:



  • Update and maintain the mapping of current NGO/INGO working in our areas of interventions (in links with Field Coordinators as well) by knowing their mandate, activities. This mapping should include universities and academic partners.

  • Defining strategical partnerships for ACF upstream. Contributing in meetings for collaboration with NGO/INGO, developing teaming agreements and facilitating the signature of funding contract.

  • Prepare and distribute minutes of the co-ordination meetings

  • Prepare information as required for missions and visitors on ACF Pakistan activities


Mission 4: Support the Country Office and Projects Communication and Visibility


The Grants officer is responsible for



  • Undertake Field visits to ACF’s project interventions, document photos and video stories and maintain an up to date and varied store of photos and videos;

  • Lead preparation of visibility and communication material such as case studies, project fact sheets, contents for social media, videos and documentaries

  • Provide support in the preparation of communication and visibility material and press releases for events in line with visibility requirements of ACF and donors.

  • Ensuring branding and visibility guidelines as outlined by ACF international communication manual


Mission 5: Capacity Building and Training


The Programme Partnership and Grant Officer is responsible for:



  • Provide training and technical assistance, as required, to staff and partners to improve the overall quality and consistency concept notes, proposals and reports.



  • Supporting capacity development of Field staff related to communication and visibility across all projects.

  • Provide relevant training and orientation to field teams and partners on implementation of ACF’s communication and Visibility guidelines, including training on content development, case studies, human interest stories, etc.


Mission 6: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies


The Programme Partnership and Grant Officer is responsible for:



  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies

  • Ensure proposals include Gender and protection components aligned with ACF policies

  • Implement all work related activities with a gender, inclusion and child protection lens

  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability


Skills Required:



  • Degree in Development Studies, International Development Social Science or relevant discipline.   • Track record of developing reports for reputable donors.

  • Experience with partner’s reporting.

  • Fluency in written and spoken English required.

  • Strong communications skills with exceptional ability to articulate complex issues in a clear comprehensible manner to a wide variety of stakeholders

  • Excellent writing skills, ability to deliver high quality proposals and documents with tight deadlines

  • Excellent computer skills

  • Ability to work in a diverse environment

  • Ability to work under immense pressure, ability to multi-task and juggle several tasks and relationships at one time

  • Excellent communication skills, experience in representing an organization
