Project Overview
Pathfinder Pakistan with support from the Bill & Melinda Gates Foundation (BMGF) is providing technical assistance (TA) to the federal and provincial governments of Pakistan including Sindh, Punjab, Khyber Pakhtunkhwa, and Baluchistan, and providing support to key health system strengthening partners such as World Bank, Population Council and Acasus in scaling up of Postpartum Family Planning (PPFP) and Postabortion Family Planning (PAFP) within the investment case (IC) execution and National Health Support Project (NHSP) design and implementation.
Through this initiative and based on the successes and learnings from Pathfinder’s Naya Qadam project, Pathfinder will support the integration and institutionalization of PPFP and PAFP in the overall provincial health systems, strengthening health system through building technical capacity of federal and provincial governments to implement results-based management framework, gender response social and behavior change communication (SBCC) strategies, enabling policy environment, and strengthen health information system strengthening to improve and better use of PPFP and PAFP data for decision making.
Under this project, a total of four high-level outcomes and thirteen outputs will be achieved. The federal government and provincial Health Department and Population Welfare Department would be key partners, while Pathfinder will also collaborate and coordinate with World Bank, Population Council, and Acasus.
Job Purpose
Pathfinder is seeking a Social Behavior Change Communication (SBCC) Specialist position is an important role in the Pathfinder Qadam-ba-Qadam activities in Pakistan, specifically SBCC related to Family Planning, Postpartum Family Planning (PPFP), and Post Abortion Family Planning (PAFP This position will oversee the design, implementation, and monitoring of SBCC interventions focusing on PPFP and PAFP, besides SBCC Specialist will work together with the Technical Assistants who are providing support to the Government in implementation of National Health Support Program (NHSP) in Sindh, Punjab and KP with the Project Manager. They are responsible for designing and implementing effective communication strategies, monitoring their impact, building the capacity of stakeholders, and forging partnerships to support these efforts. Their work contributes to the success of the NHSP and the broader project's goals. S/he will lead SBC capacity building, partnership development, and integration of behavioral interventions across the project. S/he must have at least a master’s degree in a relevant discipline and at least 10 years of demonstrated experience in the design, implementation, and monitoring of development programs. Superior verbal and written communication skills and experience establishing robust partnerships with the private sector and local government organizations to support SBCC interventions. Prior experience in strengthening the capacity of government health system staff and Civil Society Organizations is desired.
Key Performance Area
Strategic Leadership
Work To Support and guidance on how to work with a Pathfinder team to design and implement Family Planning (FP) Social and Behavior Change Communication (SBCC) strategies in all four provinces of Pakistan. As an SBCC Specialist, the primary role is to produce TORs, support management in the selection of consultants, and facilitate the consultants and the pathfinder team in developing comprehensive FP SBCC strategies for provinces, SBCC toolkits, co-working design. Organize regular SBCC CoP meetings and events to bring together stakeholders, share experiences, and discuss best practices in SBCC.
Design & Implementation
Responsible for designing and implementing SBCC interventions, with a particular focus on PPFP and PAFP. This includes developing strategies, campaigns, and communication materials to promote these family planning services. Collaborate with technical assistants in Khyber Pakhtunkhwa (KP), Sindh, and Punjab to ensure that the National Health Services Program (NHSP) is effectively implemented. Provide guidance, and technical support to align their efforts with the broader SBCC strategy.
Capacity Building And Partner Development
Leading capacity-building efforts for SBC within the organization and partners with the support of consultants on SBCC toolkits and co-working designs and others. This includes training and developing the skills of Government staff and partners in SBCC techniques.
Strengthen evidence-based programming:
- Working with the project’s Monitoring, Evaluation, and Learning team to design and implement strategies to monitor and evaluate the effectiveness of SBC intervention. Together ensure knowledge sharing learning, and dissemination across the project of lessons learned, promoting their utilization.
- Integration of Behavioral Interventions
- Ensuring that behavioral interventions are seamlessly integrated into the broader project, aligning SBCC efforts with the goals and strategies of the NHSP.
Education & Work Experience
- Social Behavior Change technical expert with an advanced degree (M.A., MHS, MPH) in public health, communications, social sciences, anthropology, behavioral economics, or a related area with significant public health and/or communication experience in family planning/sexual and reproductive health.
- Minimum of 10 years of experience in developing, implementing, overseeing, and evaluating health-related Social Behavior Change programs.
- Deep understanding and knowledge of SBC and Individual behavior and Social Change theories, including new and evolving theories and practices.
- Experience in Human-centered design and behavioral economics is Significant experience working across the complex.
- Prior experience in SBC capacity strengthening.
Minimally Required Job-Specific and Organizational Competencies
- Project Coordination and Execution: Advanced skills in project coordination, execution, and follow-up to fulfill project aims/objectives, including the timely implementation, completion, and dissemination of project resources among key stakeholders including government, private sector, and development partners.

- Social Behavior Change: Mastery of knowledge creation and management in archiving project resources/materials.

- Country-Specific Public Health System: Knowledge of the countries’ public health systems.
- Sexual and Reproductive Health Rights Services: Advanced knowledge of family planning and reproductive health principles, practices, and services of programs, including program strategies and indicators, and the latest professional developments in SRHR, including special challenges faced in the developing world, and related measurement issues.
- Passion for Sexual and Reproductive Health: Demonstrated commitment to family planning, reproductive health services, gender, maternal, and child health services, and eradication of harmful traditional practices. Communication and Influencing Skills: Proven ability to influence others, including donor agencies and local partners, through diplomacy and proven oral and written communication skills.
- Presentation Skills: Proven ability to make presentations on results to small and large groups.
- Community Relations: Mastery of skills in facilitating work relationships between partners, government officials, and communities.
- Languages: Proven writing and speaking skills using local languages (Urdu) and English language
