Project Overview

Pathfinder Pakistan with support from the Bill & Melinda Gates Foundation (BMGF) is providing technical assistance (TA) to the federal and provincial governments of Pakistan including Sindh, Punjab, Khyber Pakhtunkhwa, and Baluchistan, and providing support to key health system strengthening partners such as World Bank, Population Council and Acasus in scaling up of Postpartum Family Planning (PPFP) and Postabortion Family Planning (PAFP) within the investment case (IC) execution and National Health Support Project (NHSP) design and implementation.

Through this initiative and based on the successes and learnings from Pathfinder’s Naya Qadam project, Pathfinder will support the integration and institutionalization of PPFP and PAFP in the overall provincial health systems, strengthening health system through building technical capacity of federal and provincial governments to implement results-based management framework, gender response social and behavior change communication (SBCC) strategies, enabling policy environment, and strengthen health information system strengthening to improve and better use of PPFP and PAFP data for decision making.

Under this project, a total of four high-level outcomes and thirteen outputs will be achieved. The federal government and provincial Health Department and Population Welfare Department would be key partners, while Pathfinder will also collaborate and coordinate with World Bank, Population Council, and Acasus.

Job Purpose

Pathfinder seeks a Technical Advisor – Family Panning to support the Qadam Ba Qadam Project - BMGF. BMGF aims to expand access to and utilization of essential healthcare, including quality family planning (FP), and maternal, newborn, and child health (MNCH) services. The project takes a health systems-strengthening approach to improve FP/MNCH services—prioritizing the strengthening of leadership, governance, frontline human resources, and policies for gender-equitable family health.

The FP Advisor will serve as technical lead in the Qadam Ba Qadam Project (BMGF) and provide technical expertise to expand access to high-quality family planning services for women, adolescents, young people, and underserved populations at Punjab and KP in close consultation of DOH and PWD departments. The position will also offer recommendations for FP project program especially for PPFP/ PAFP implementation and technical assistance to Provincial Governments. Under the Director of the Program, the FP Advisor will collaborate with the Project Manager, Provincial Leads/Coordinators, and consultants to design, execute, and oversee SBCC interventions, with a focus on Postpartum Family Planning and Post-Abortion Family Planning.

Strategic Leadership

  • Work with colleagues across the project to design and implement interventions related to FP that can be applied across the activity and that are solidly grounded in evidence and ground realities and take a person-centered approach.

  • Position the company to be recognized as one of the foremost authorities in health systems and services resulting in becoming the go-to organization for technical assistance.

  • Provide inspirational technical leadership through presentations and publications.

  • Lead the generation of evidence, tools, and learning documentation on FP innovations and services topics.

Capacity Building: Partnership and Staff Development

  • Support and develop the expertise and capacity of internal staff, project partners, and government partners.

  • Create opportunities to generate ideas, support best practices, promote open innovation, and ultimately increase impact.

  • Develop a strong technical leadership team to ensure the company provides state-of-the-art technical assistance.

  • Promote and ensure compliance with all voluntary and rights-based FP policies and regulations

Technical Assistant

  • Provide technical review of key technical and non-technical documents, implementation plans, MEL, knowledge products and other deliverables.

  • provide technical assistance to all team members, as needed, including technical input on integrating FP for gender and women’s empowerment.

  • Ensure training and clinical supervision materials are gender- and youth-responsive.

  • Promote emerging best practices for service integration to optimize health system capacity and impact

Education & Work Experience

  • Bachelor’s degree in a relevant area, such as Public Health, Nursing, Ob/Gyn, or reproductive health required: Clinical degree preferred.

  • Minimum 5 years of professional experience designing, managing, and implementing donor-funded FP/RH programs

  • Proven senior expertise in providing technical support and in developing and implementing effective FP/RH programs in partnership with local and international entities and donors.

  • Knowledge of state-of-the-art FP/RH tools, methodologies, and staff oversight

  • Proven experience in implementing and/or managing FP/Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) projects.

  • Working knowledge and demonstrated experience tailoring FP service delivery to be responsive to intersectional needs of gender, age, and life stage.

  • Demonstrated excellence in program learning documentation. Documented leadership in the production of technical briefs, publications, and other service quality improvement materials

Preferred Education & Work Experience

  • Familiarity with USAID’S administrative, management, and reporting procedures and systems

  • Experience working with young people and/or on programs focused on youth preferred.

Minimally Required Job-Specific & Organizational Competencies:

  • Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.

  • Languages: Proven writing and speaking skills using local languages and English language.

  • Communication and Influencing Skills: Proven ability to influence others through diplomacy and proven oral and written communication skills.

  • Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal, and child health services, and eradication of harmful traditional practices.

  • Self-Management and Teamwork: Ability to work independently or as a member of the team, ability to be detail-oriented, and ability to manage stress effectively in a fast-paced environment.

  • Matrix Management: Ability to thrive in a matrix organization.

  • Confidentiality: Ability to maintain confidentiality on work-related matters

  • Presentation Skills: Proven ability to make presentations on results and products to small and large groups.

  • Knowledge of community and facility-level FP programming.

  • Experience using learning and data to improve FP programming.

  • Knowledge of the context of Pakistan, including relevant government processes and policies;
