Introduction AGAHE:


Association for Gender Awareness & Human Empowerment (AGAHE) is a national non-government organization (NGO) established in 2007 under the Societies Act, 1860 in Punjab with a vision to ‘create an enabling environment for vulnerable segments of society where they can utilize their full potential for improvement in their lives and have equal opportunities to safeguard their rights’. Core thematic areas of AGAHE include Water, Sanitation & Hygiene, Health & Nutrition, Sustainable Livelihood, Governance and Disaster Risk Reduction (DRR).


Project Background: The AGAHE team promptly addressed the impact of the 2023 floods in Kasur and Okara, with financial support from PPAF with limited resources. In response to the prevailing circumstances, the AGAHE team in Kasur and Okara effectively collaborated with various stakeholders, including the District Government, Health Department, local Community-Based Organizations (CBOs), School Education Department, and communities. These coordinated efforts ensure a comprehensive and strategic response to the challenges posed by the floods in these districts.


The proposed project is a targeted response to the devastating floods in August 2023, notably affecting Punjab's districts, especially Kasur and Okara. This widespread devastation, resulting from intense monsoon rains and unforeseen breaches in flood protection bunds, caused human casualties, infrastructure deterioration in government schools, health facilities, and the spread of diseases. Addressing the dire situation in Kasur and Okara, the project aims to rebuild critical infrastructure, and implement measures to prevent and mitigate future flood disasters. Recognizing the significant impact on Punjab, particularly Kasur and Okara, the project emphasizes the urgent need for comprehensive disaster response measures and climate resilience, focusing on facilitating recovery through infrastructure rebuilding and mitigation measures.


Responsibilities:




  • Community Engagement and Participation:



  • Planning and implementation community engagement activities, promoting their active participation and ownership.

  • Build relationships with community leaders, stakeholders, and local organizations to ensure collective efforts for flood mitigation and resilience.



  • Need Identification and Support Provision:




  • Carry out different kinds of assessments, surveys and research to identify the true needs of the different community groups.

  • Identification of most affected and marginalized households/people to provide assistance and relief in target areas.

  • Facilitation in preparing the items and specifications for hygiene, shelter, NFI kits addressing the needs of children, women, men and people with special needs.

  • Planning and execution of distribution activities as per the project requirement.




  • Awareness and Behavior Change Campaigns:



  • Facilitate in developing campaigns to raise awareness about flood risks, preparedness, and response strategies within target communities.

  • Develop and distribute Information, Education, and Communication (IEC) materials to effectively convey key messages.

  • Organize community awareness sessions with different community groups including male, female, children and people with special needs.



  • Community Feedback Mechanisms:



  • Establish and manage mechanisms for collecting community feedback, suggestions, and concerns regarding project activities.

  • Ensure transparency and accountability in addressing community input and feedback.

  • Organize awareness sessions with communities about complaint response and feedback mechanisms.



  • Liaison with other stakeholders:



  • Collaborate with local government agencies, NGOs, and other stakeholders to maximize the project's impact.

  • Facilitate workshops, meetings, and forums to encourage collaboration and knowledge sharing.



  • Reporting:



  • Compile and submit regular reports on social mobilization progress, challenges, and successes.



Qualifications and Skills:



  • Master’s/Bachelor's degree in Social Sciences, Development Studies, or a related field.

  • Proven experience of at least 3 to 5 years in community engagement, social mobilization, particularly humanitarian projects will be preferred.

  • Strong understanding of disaster risk reduction, early warning systems, and community empowerment.

  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse communities.

  • Strong facilitation and training skills to conduct workshops and capacity-building sessions.

  • Proficiency in local languages and English for effective communication.

  • Ability to work collaboratively with multidisciplinary teams and stakeholders.
