Introduction AGAHE:


Association for Gender Awareness & Human Empowerment (AGAHE) is a national non-government organization (NGO) established in 2007 under the Societies Act, 1860 in Punjab with a vision to ‘create an enabling environment for vulnerable segments of society where they can utilize their full potential for improvement in their lives and have equal opportunities to safeguard their rights’. Core thematic areas of AGAHE include Water, Sanitation and Hygiene, Health and Nutrition, Sustainable Livelihood, Governance, and Disaster Risk Reduction (DRR).


Project Background: The AGAHE team promptly addressed the impact of the 2023 floods in Kasur and Okara, with financial support from PPAF with limited resources. In response to the prevailing circumstances, the AGAHE team in Kasur and Okara effectively collaborated with various stakeholders, including the District Government, Health Department, local Community-Based Organizations (CBOs), School Education Department, and communities. These coordinated efforts ensure a comprehensive and strategic response to the challenges posed by the floods in these districts.


The proposed project is a targeted response to the devastating floods in August 2023, notably affecting Punjab's districts, especially Kasur and Okara. This widespread devastation, resulting from intense monsoon rains and unforeseen breaches in flood protection bunds, caused human casualties, infrastructure deterioration in government schools, and health facilities, and the spread of diseases. Addressing the dire situation in Kasur and Okara, the project aims to rebuild critical infrastructure and implement measures to prevent and mitigate future flood disasters. Recognizing the significant impact on Punjab, particularly Kasur, and Okara, the project emphasizes the urgent need for comprehensive disaster response measures and climate resilience, focusing on facilitating recovery through infrastructure rebuilding and mitigation measures.


Responsibilities:




  • Coordination with District Authorities:



  • Collaborate closely with District Disaster Management Authorities (DDMAs), Social Welfare, Housing, Urban Development & Public Health Engineering Department (HUD&PHED), Local Government and Community Development Department (LG&CDD), and other relevant district authorities.

  • Facilitate coordinated planning, implementation, and monitoring of project activities, with a focus on supporting marginalized and affected communities.

  • Ensure alignment of project goals with district development plans and strategies.



  • Preparation and Pre-positioning of Emergency Kits:



  • Develop a comprehensive strategy for proactive preparation and pre-positioning of emergency kits.

  • Identify and prequalify vendors for the procurement of essential supplies such as shelter materials, water, food, hygiene and sanitation facilities, first-aid supplies, and other essentials.

  • Ensure that emergency kits are strategically located for swift deployment during flood emergencies.



  • Mass Media Campaigns and IEC Material Distribution:



  • Design and execute mass media campaigns using platforms such as pamphlets, radio, television, internet, and social media.

  • Coordinate the creation and distribution of Information, Education, and Communication (IEC) materials to amplify flood response messages among communities.



  • Reporting:



The Project Coordinator will report directly to the Manager Programs . Regular reporting mechanisms will be established to monitor the progress of project activities and achievements. The Coordinator will also collaborate with the Monitoring and Evaluation (M&E) team to provide data and information for ongoing project assessments.


Qualifications and Skills:



  • Master's degree in a relevant field (e.g., Disaster Management, Development Studies, Public Administration, Social Sciences).

  • Proven experience in project management, preferably in disaster risk reduction or humanitarian projects.

  • Strong coordination and collaboration skills, with the ability to work effectively with district authorities and various stakeholders.

  • Excellent communication skills, including the ability to design and execute mass media campaigns.

  • Familiarity with procurement processes and supply chain management.

  • Understanding of disaster risk reduction, early warning systems, and community engagement.

  • Proficiency in local languages and English for effective communication.
