HelpAge International Pakistan office provides technical as well as substantive advice and capacity building to national and international NGOs as well as government agencies on aging, inclusive Humanitarian and Development actions. Secure income and livelihood, Health and care, Humanitarian and resilience and Policy advocacy are the main thematic areas of work for HelpAge International.

The Project Support Officer (PSO) plays a crucial role in assisting with project reporting, implementation, and administrative tasks to ensure the effective delivery of projects. Working closely with the Emergency Coordinator (EC), the PSO supports the smooth execution of emergency and early recovery projects, focusing on inclusive humanitarian response activities. Key responsibilities include aiding in planning and implementation, ensuring effective coordination with the operations department and implementing partners organizations, and documenting lessons learned. A significant part of their role involves advocating for and ensuring the inclusion of older people and persons with disabilities in these responses. Overall, the PSO is pivotal in maintaining project alignment with established plans and objectives, facilitating communication among stakeholders, and contributing to the broader goals of inclusive and effective humanitarian assistance.

Key Responsibilities:

The Project Support Officer will work under the supervision of the Emergency Coordinator at the humanitarian program. Essential duties and responsibilities include the following, other duties, responsibilities, and activities may change or be assigned at any time.

Roles and Responsibilities

  • Support the EC by reviewing and verifying all the partners’ payment requests and processes.

  • Assist the EC in processes of beneficiary’s payment.

  • Support the EC by Preparation of monthly expenses table with high accuracy and cash forecast.

  • Support the EC by Reviewing of partners periodic financial reports to ensure consistency with budget and contractual agreement. Report any deviations and work with the partner to resolve identified discrepancies.

  • Assist the EC by ensuring that the financial, administrative and documentation processes meet audit and donor requirements, and maintain key related documentation for grants/contracts, MOUs, Teaming Agreements, and other relevant documents.

  • Support the EC by contract management of all contracts (Procurement, HR, Service Contracts etc) under the Project.

  • Manage the compilation, consolidation and analysis of relevant data related to the project(s).

  • Support the EC in progressing Engagements and Amendments through the project.

  • Support the EC by ensuring that all procurement processes are in line with HAI Procurement policies.

  • Support in all the Tenders documentation and process and follow up with procurement department.

  • Assist the EC in the preparation of project completion reports and ensure compliance with contractual obligations.

Safeguarding Responsibilities

  • Preventing harm and abuse from our people, operations and programmes to anyone that encounters our work.

  • Report all safeguarding incidents they see, hear, hear about or suspect, using our internal reporting mechanism.

  • Complying with all safeguarding framework policies and practices.

  • Completing mandatory training courses relating to our safeguarding policy framework and comply with HR vetting procedures.

  • Reducing the risk of harm and abuse in the field.

  • Involving communities in the design of programmes and complaint response mechanisms, be responsible for implementation and review.

  • Attending specialist field training on safeguarding as required.

  • Maintaining maps of support services for survivors.

  • Receiving and responding to complainants/survivors and ensuring that no further harm is done, following a survivor-centred approach, using the principles of psychological first aid, and signposting to relevant local services as needed.Reporting all safeguarding incidents, they become

  • aware of.

Key Relationships:


Program department, implementating partners, finance and operations department.


Government department, implementing partners, working organizations, INGOs, NGOs, CBOs and other stakeholders.

Qualifications and Experience:

  • Bachelor’s degree or equivalent) in Business Administration, Emergency management, International Relations is a requirement, social sciences, community/Rural Development, or related field.

  • Minimum of 3 years of progressive experience in gender equality, social inclusion, or community development, preferably in the context of emergency and early recovery projects.

  • Strong understanding of gender mainstreaming principles and methodologies, including gender analysis and gender-responsive budgeting.

  • Experience in conducting gender and social inclusion assessments and developing action plans to address identified gaps.

  • Knowledge of international standards and guidelines on gender equality, social inclusion, and human rights.

  • Excellent communication, facilitation, and interpersonal skills, with the ability to work effectively with diverse stakeholders.

  • Proficiency in relevant computer applications and software for data analysis and reporting.

  • Fluency in English (written and spoken). Knowledge of local languages is an asset.
