UN-Habitat Pakistan seeks an Environmental & Social Safeguard Specialist to conduct Initial Environmental Evaluations (IEE) and prepare Environmental and Social Management Plans (ESMPs) for 12 slum settlements in Karachi under the project “Harmonizing Afghan Refugees and Host Communities in Urban Slums for Peaceful Coexistence and Social, Gender-positive Inclusiveness.”

The role involves assessing environmental and social risks, supporting sustainable urban development, ensuring compliance with national/provincial legislation, and training UN-Habitat staff and partners on safeguard implementation.

Responsibilities

• Conduct IEE for 12 slum settlements in Karachi
• Review SSPs, designs, BOQs, and ToRs
• Perform site visits to assess baseline environmental and social conditions
• Identify potential positive and negative impacts; assess magnitude, duration, and significance
• Prepare site-specific ESMPs in line with provincial EPA IEE guidelines and UN-Habitat ESSS policies
• Ensure all environmental clearances are obtained prior to civil works
• Assess project alternatives from an environmental and social perspective
• Conduct stakeholder consultations, including vulnerable groups, women, and local NGOs
• Review and strengthen grievance mechanisms for implementing partners
• Develop tools, indicators, and cost estimates to support ESMP monitoring
• Train ~10 UN-Habitat and partner staff on environmental and social safeguard compliance
• Update IEEs if additional settlements are added
  
  

Requirements

• Master’s degree in Environmental Science, Environmental Engineering, Natural Resources Management, or related field
• Minimum 5 years of relevant experience in EIA/IEE
• Experience in social safeguard activities in a multi-disciplinary environment
• Registration with Provincial EPA or recognized environmental regulatory body
• Demonstrated experience with provincial EPA procedures and approvals
• Proven experience in environmental and social impact studies and community consultations
