Job Purpose:
Head of People & Intellectual Capital (PICG) Mashreq Pakistan will be responsible for developing and executing HR strategies that support the overall goals of the bank. The job holder will work closely with CEO Mashreq Pakistan and senior management team at Mashreq HQ to ensure that the bank’s HR policies and practices align with its business objectives and conform to local regulations & laws. Further the job holder will be responsible for enhancing business / functional performance through appropriate advice and facilitation of robust, integrated people management strategies and processes.
Job holder will oversee all PICG functions, including recruitment, compensation and benefits, performance management, employee relations, training and development, and compliance in country and coordinate with the head office to meet the needs of Pakistan business.
The role also entails ensuring robust governance and regulatory compliance in all PICG-related matters, including oversight of regulatory reporting to the State Bank of Pakistan (SBP) relating to key executive appointments, separations, Fit & Proper assessments, and other statutory requirements. The incumbent will also support and engage with the Board Human Resource & Remuneration Committee (HRC) on all people-related matters and act as a secretary to the Committee.
Key Result Areas:
- Support CEO Mashreq Pakistan in developing and implementing HR strategies that support bank’s business objectives and values through appropriate advice / interventions
- Develop and maintain PICG policies and procedures in compliance with relevant local laws and regulations
- Coordinates and influences the development of a performance culture through effective development of people
- Facilitates group interventions to solve business problems
- Coaches and guides senior managers on people practices, e.g. people development, succession planning
- Facilitates talent management & succession planning processes in country
- Drives the Bank's culture in creating a 'preferred' work place for our employees and fosters an environment where employee behavior is aligned to our values
- Effective leadership and management of PICG function in country
- Implements best HR practices
HR Planning
- To proactively anticipate and plan hiring especially at key positions.
- To monitor and maintain country human capital scorecard.
- To recommend and jointly agree to recruitment initiatives for Pakistan and to examine and redefine on a quarterly basis.
Employee Engagement
- Develop Country Engagement strategy to reflect both Mashreq’s strategy and Best practices within the country.
- To develop a strategic plan for creation of an Engagement culture journey within Mashreq Pakistan.
Compensation & Benefits
- Development and management of PICG policies, compensation and benefits structures and
- performance management systems.
- Conduct benchmarking, gather data & analyze current programs to keep abreast with market practice & trends in relation to C&B
- Maintains external network with other Banks and keeps abreast with market practice & trends in relation to C&B.
- Oversee compensation programs to ensure regulatory compliance and competitive salary levels.
- Oversee the design and development of compensation strategy and programs
Organization Development
- Develop/ Recommend and Monitor initiatives that have a direct bearing on both the Employee Engagement program, as well as the way the Mashreq Brand is seen in Pakistan
- Plan and execute succession planning model for senior level management in order to Analyze, Identify and develop critical roles, and potential successors
- Design the Training needs plan and development for Identified staff to enhance the candidate’s skills and knowledge
Recruitment
- To enhance local market intelligence, establishing a database and maintaining people information on all competitors including organization structures and compensation scales
- Define assessment needs & develop/ acquire relevant tools in coordination with staffing
Training & Development
- Manage the Bank strategic training and organizational development plan to meet personal, professional, and organizational needs of employees.
- Oversee the design of the DNAs and development of the strategy and programs.
- Evaluate and recommend improvements to training programs to accomplish company goals and objectives.
- Evaluate procedures to improve the training data management.
Governance & Regulatory Compliance
- Ensure timely and accurate regulatory reporting to SBP for all PICG-related matters including appointments, resignations, Fit & Proper compliance, and mandatory disclosures
- Act as PICG focal point for all Board Human Resource & Remuneration Committee (HRC) matters including preparation of papers, recommendations, and follow-ups
- Ensure all HR policies, practices, and frameworks are aligned with local regulatory requirements and Group governance standards
- Maintain oversight on compliance with corporate governance framework
Others
- To manage all employer-employee related issues, terminations and any Labour related issues.
- To analyze and recommend HR initiatives based on recruitment and attrition trends through reports to country senior management & HQ.
- Design Human Capital Scorecards
Knowledge, Skills & Experience:
- A professional or relevant post graduate management qualification is essential.
- At least ten years’ experience in Human Resources at both operational and strategic level.
- Strong interpersonal skills, influencing.
- High level of analytical ability.
- Commercially, culturally and diversity aware, high sensitivity to the social, economic and political environment.
- Knowledge of banking business/financial services industry is a distinct advantage.
- Highly customer focused, as it demands in a service industry.
- Strong leadership skills.
- Sound knowledge of Pakistan Labour laws.
- Ability to negotiate and interact at senior levels.
