Pak-Arab Refinery Limited (PARCO), an integrated energy conglomerate, is a Joint Venture between Pakistan and Emirate of Abu Dhabi. PARCO owns and operates Pakistan’s most modern refinery, over 2,000 kms of pipeline network, strategic storage facilities and marketing operations. The Company has Joint Ventures with renowned international companies and is continually following an aggressive growth strategy with planned expansions, acquisitions, and penetration into new markets PARCO is seeking applications for the position of Management Executive – Procurement.

Qualification and Competencies:

• Bachelor’s degree in Engineering or Business Administration (16 years of education) from an accredited/recognized university.
• Strong understanding of inventory management, procurement, and warehouse operations.
• Knowledge of MRO inventory, refinery machinery and equipment, equipment data sheets, and SPIRs.
• Good understanding of inventory planning and optimization within the petroleum/process industry.
  
  

Experience:

• Up to 8 years of relevant experience in Supply Chain and Procurement functions, preferably within the oil & gas, petrochemical, or refinery industry.
• Proven experience in Procure-to-Pay (P2P) processes and procurement operations.
• Sound understanding of Total Cost of Ownership (TCO) and cost optimization principles.
• CIPS, CPSM, or equivalent professional procurement certification will be an added advantage.
  
  

Job Responsibilities:

• Review purchase requisitions, verify approvals, and determine the appropriate procurement method in line with the Authority Matrix.
• Manage supplier sourcing, RFQs, press/web tenders, and bid evaluations, ensuring transparency and competitive procurement.
• Coordinate pre- and post-bid technical/commercial clarifications and obtain necessary approvals for waivers, emergency, and proprietary procurements.
• Manage the procure-to-pay cycle, including Purchase Order issuance, vendor coordination, invoice resolution, and timely payment processing.
• Follow up with vendors to ensure timely delivery of materials, particularly for Shutdowns, Turnarounds, plant operations, and emergency requirements.
• Drive procurement savings through competitive bidding, negotiations, price discounts, and effective sourcing strategies.
• Conduct market research and strategic sourcing to identify potential vendors and alternative sources for operational requirements.
• Ensure compliance with Procurement Policies, Financial Authority requirements, HSEQ standards, SLAs, and management directives.
  
  

Specific Skills:

• Strong analytical, negotiation, and problem-solving skills.
• Proficiency in ERP and e-procurement systems, preferably SAP S/4HANA and SAP Ariba.
• Sound knowledge of refinery equipment, spare parts, chemicals, catalysts, and technical services.
• Good understanding of Incoterms, contract law, and procurement governance.
• Excellent communication, coordination, and stakeholder management skills.
• Ability to manage multiple priorities and meet tight deadlines.
