Details

The Higher Education Commission (HEC) of Pakistan invites applications for the position of Manager (Test Development) (PPS-09). The incumbent will be responsible for the design, development, evaluation, and implementation of standardized educational tests, ensuring psychometric validity and reliability.

Responsibilities

• Design and develop standardized test items aligned with assessment frameworks.
• Oversee all phases of test development, including item writing, review, and field testing.
• Apply Item Response Theory (IRT) and Classical Test Theory (CTT) for psychometric analysis.
• Conduct scoring analysis and measurement error evaluation.
• Coordinate with subject matter experts to ensure content quality and test fairness.
• Supervise test development teams and manage assessment projects.
• Innovate and improve test design processes based on data-driven insights.
  
  

Requirements

• Master’s/Bachelor’s degree (16 years of education) with at least Second Division from an HEC-recognized university/institution.
• 7 years relevant experience in test design, development, evaluation, and implementation in a reputable organization within the education sector, including 5 years of practical managerial experience.
• Preference for candidates with a degree in Education (Educational Assessment, Testing & Measurement, Educational Evaluation, or Research).
• Must possess knowledge of psychometric principles, including IRT, CTT, and measurement error analysis.
