Organizational Context and Scope
Under the overall supervision of the Chief of Mission (CoM) in Pakistan, the direct supervision of the Programme Support Unit Coordinator, and in collaboration with relevant units in the Country Office (CO), the Regional Office for Asia Pacific Region (ROAP), donor capitals, and Headquarters (HQ), the National Programme Support Officer will be responsible for providing technical inputs and information to support the units and programmes across the CO in internal coordination, development of project proposals, project reporting, donor engagement, and other programme support and coordination functions.

RESPONSIBILITIES
Support and coordinate project development activities in close coordination with Programme Managers (PM) and Senior Programme Coordinator by providing various technical inputs, drafting sections of project funding submissions/proposals and appeals, and checking internal coherence and coordination between programmes.

Provide technical inputs and information to support programme managers in the preparation of periodic reports on programme delivery, including interim and final reports to donors on budgetary expenditure and results and monitor and follow up on timely and high-quality reporting requirements in accordance with IOM procedures and donor requirements.

Draft internal progress implementation analyses, provide input to programme monitoring, including documenting significant decisions, problems or deviations and support the documentation of programming risks and mitigation measures, as appropriate.

In close coordination with relevant colleagues, organize the collection, processing, analysis, and documentation of project data for reporting purposes and facilitate a systematic approach in data management.

Conduct standard reviews of funding, resource utilization, and resource allocation in close coordination with IOM Pakistan Resource Management Officers (RMOs) and Programme managers.

Maintain internal liaison with other units at IOM Pakistan, ROAP, IOM CO implementing similar activities to facilitate a coordinated approach to programme implementation and to help identify synergies.

Provide administrative and logistical support for the development and maintenance of close collaboration and dialogue with relevant stakeholders, such as Government entities, United Nations (UN) agencies, International Non-Governmental Organizations (INGO), donors, etc. to assist in enhancing project effectiveness and avoiding duplication. Provide administrative and logistical support to IOM’s coordination responsibilities within the UN-led coordination structures.

Draft portions of press briefing notes, newsletters, presentations, talking points and other materials related to the work of the CO to assist the Public Information Team.

Facilitate the consideration of cross-cutting issues such as gender, children, environment, and accountability to affected populations during programme development and implementation.

Assist in internal and external meetings, undertake site travels and duty travels as required.

Assist Programme Support Unit Coordinator in project development and management capacity-building initiatives for mission staff by providing guidance on the usage of organization tools and portals, participating in training sessions or workshops, and drafting guidance materials.

Perform such other duties as may be assigned.
QUALIFICATIONS
Required Qualifications and Experience
Education
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience; or,
- Master’s degree in the above-mentioned fields with two years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations

Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups.
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage
Skills
- Knowledge of UN, IOM, and Non-Governmental Organization (NGO) mandates and programmes in the humanitarian response, Internally Displaced Persons (IDPs), post-conflict environment and development
- Demonstrated communication skills, both writtenand verbal
- Demonstrated knowledge of project implementation and programme support processes
- Knowledge of monitoring and evaluation
- Demonstrated communication skills with government partners
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
