Project Overview: The purpose of the USAID/Pakistan’s anticipated Global Health Security Activity is to strengthen Pakistan’s capacity to prevent, detect, and respond to new and emerging infectious diseases, while ensuring good governance via a high functioning and equitable One Health disease detection and response system.

Summary of Role: Pathfinder International is seeking an experienced Chief of Party for the USAID-funded Global Health Security Activity. The Chief of Party will be responsible for technical leadership, management, financial, and administrative oversight, and overall coordination and successful implementation of the Activity. They will serve as principal institutional liaison with USAID; Government of Pakistan, including federal and provincial governments; and other key stakeholders. They will manage staff and ensure that the Activity meets stated goals and reporting requirements, as well as ensure the quality, timeliness, and efficiency of all products and activities generated under the Activity.

This position is contingent upon project award and funding.

Key Responsibilities:

Technical Leadership:

  • Provide strategic direction for the project. Oversee development, adaptation, and implementation of project strategic approaches, ensuring that programmatic directions are technically sound, evidence-based and consistent with the Government of Pakistan’s global health security priorities.
  • Ensure that project performance objectives and mandated deliverables such as technical activities, annual work plans and programmatic/financial/technical reports are completed in a timely fashion and meet the highest quality standards.
  • Ensure leadership and management reinforce commitment to knowledge sharing among the team and to building and strengthening capacity of local partners.
  • Ensure project evidence-generation and learning are shared with the national, regional, and global community working on the prevention and mitigation of epidemics, pandemics, and other emerging infectious disease (EID) threats.


Program and Operations Management:

  • Provide leadership and direction to monitoring and evaluation strategies, frameworks, plans and indicators to capture project performance and results.
  • Lead a periodic implementation review process to monitor progress and to identify specific actions that may be needed to achieve expected results.
  • Develop, monitor, and revise budget pipeline and conduct monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of finance deliverables.
  • Manage funds and approve expenditure in accordance with Pathfinder International and USAID procedures, cost principles, and regulations.


Manage Partners and Sub Awardees:

  • In coordination with Pathfinder International contract staff, manage and issue sub grants to local organizations for identified tasks according to USAID and Pathfinder International procedures.
  • Manage and coordinate activities of sub grantees and partners to create synergy and ensure that project responsibilities are carried out in accordance with donor regulations.
  • Ensure capacity strengthening of staff and partners is an intrinsic part of project activities.


Representation and Liaison with Donor and Key Stakeholders:

  • Cultivate and strengthen positive, productive relationships with USAID, partners, the Government of Pakistan, including federal and provincial governments; and civil society organizations, ensuring that Pathfinder International is consistently viewed as an effective implementing partner in meeting and achieving project targets.


Compliance:

  • Work with Pathfinder International business units to implement and monitor policies and procedures that improve efficiency and quality.
  • In collaboration with project staff, establish and maintain the ongoing administrative and financial operations of project offices, ensuring compliance with Pathfinder International’s policy and USAID contract provisions.
  • Partner successfully with Pathfinder’s financial, technical, and operations backstop business units to share project progress, learning and challenges, maximize interface of activities across countries and projects and to receive timely support to address needs.


Required Education and Work Experience:

  • Must have a master's degree in public health, epidemiology, health sciences, or a related field.
  • A minimum 12 years of program leadership experience, with significant focus on managing progressively complex health programs (at least three years of which must be as COP or in a similar capacity). Demonstrable experience of implementing successful global health security programs will be an added asset.
  • Understanding of the global health security landscape in Pakistan, with demonstrated senior management experience of multi-sectoral development projects in the country.
  • Demonstrated experience with building and maintaining effective partnerships and leveraging resources with development stakeholders.
  • Demonstrated management skills in personnel management, coordination, decision-making, working with complex programs involving short deadlines, multiple tasks, intense pressure to perform, and coordination with multiple partners.
  • Thorough understanding of and ability to analyze financial documents, projections, expenditures, and accruals.
  • Fluency of English in reading/writing/speaking (Level IV) is required and additional fluency in Urdu will be preferred.
  • Demonstrated capabilities in institutional capacity building, and high-level strategic visioning and leadership.
  • Proven experience in designing, implementing, monitoring, and evaluating development and intervention activities, preferably with USAID, WHO, or other donor organizations working in the international development sector.
  • Demonstrate supervision experience of senior staff and technical experts.


Preferred Education and Work Experience:

  • Demonstrated international credibility as a global health security leader in developing countries.
