Deputy Manager Fire & Safety

PURPOSE

This position ensures the management and control of Fire Safety for BU Generation, Transmission, Distribution and Enabling Functions under the supervision of the CHSEQ Specialist for Fire Safety and ER. It ensures compliance with NFPA standards and fire safety legal and regulatory laws, and involves reviewing and submitting monthly, quarterly, and annual reports to leaders and other stakeholders.

The primary responsibilities include assisting and managing spot checks, MSAs, HSE plans, business continuity plans, D-Level compliance, incident investigations, and audit and inspection analysis, supports the Fire Safety Team in conducting fire safety trainings, inspections, SOP revisions, PSLA, replenishing fire extinguishers, fire evacuation drills, technical evaluations of buildings and fire equipment as per the Building Code of Pakistan and ensuring timely incident investigation and reporting as per NEPRA Power Safety Code. It ensures the smooth implementation of fire safety procedures across 74 Grids, 6 generation plants, 26 +enabling locations, and provides technical assistance to 60+ distribution locations and departments.

Minimum Requirements

Education & Relevant Experience:

• Bachelor’s degree preferably Engineering/Science/Fire & Safety
• Minimum 4 years’ experience in Fire Safety and HSE.

1 Monitoring and Oversight of Fire Prevention and Management System in G&T, Distribution & Enabling Functions Locations 25%

• Conduct monthly Fire Safety Inspections as per plan, prepare reports, and share with concerned parties for closure.
• Develop a databank of inspections, conduct monthly analysis highlighting critical observations with line management.
• Regularly follow up on open and critical fire safety observations, ensure timely closure of issues, and escalate overdue observations.
• Coordinate with concerned departmental safety coordinators for sharing of FIRs/DIRs.
• Prepare fire incident flash reports for timely sharing with management.
• Review Fire Incident reports (FIR and DIR) and coordinate for any discrepancies.
• Coordinate with concerned departmental coordinators for closure of open observations.
• Assist in the investigation of major fire incidents, including preparation of reports, site visits, collection of evidence, and sharing recommendations to prevent recurrence of similar fire accidents.
• Prepare weekly/monthly highlights of fire incidents reported during the week and month to share with management.
• Prepare analysis identifying gaps as per the PDCA cycle for revision of Process Safety Leaders Award Audit - Fire Safety Criteria and Fire Safety and Housekeeping Audit criteria for value addition to fire safety management.
• Assist BU in developing the compliance matrix on legal requirements for Departments/Locations/plants (NEPRA, Building Code of Pakistan-Fire Safety Provisions 2016, OSH Rules, etc.) and action plans for ensuring compliance.
• Prepare data sheets and technical specifications for sourcing and procuring appropriate and reliable fire safety equipment and services for the respective KE location/department based on past experience.
• Develop training modules on fire safety topics based on legal requirements and training needs for the nominated location occupants, Fire/ERT Teams, Fire Wardens, security teams, and employees.
• Audit evacuation and simulation drill exercises as per defined frequency and share reports for improvement.
• Develop annual reports of simulation drill exercises and share outcomes with location owners and coordinators for improvement.
• Communicate, coordinate, and help nominated ERT Team members to ensure that monthly fire safety inspections are conducted, and fire protection systems are healthy and up to date.
• Conduct Fire Risk assessments of KE locations/assets as per NFPA standards to identify deficiencies and highlight improvements in fire protection systems.
• Prepare specifications of fire protection systems as per NFPA standards and legal requirements.
• Review fire protection systems drawings and conduct testing and commissioning of fire protection systems.
• Monitor CDDs performing 24/7 duty at KE House for fire protection system healthiness, emergency response, and weekly testing of equipment.
• Review Emergency Response Plans, Fire Risk assessments, audit reports, and firefighting procedures.
• Prepare fire safety flyers and learning videos to train and disseminate awareness to KE employees and the general public.
  
  

2 Procedures, Specifications, TORs, Legal Registers 10%

• Development of Fire Protections Systems Specifications, procedures, process flows and policies as per relevant standards.
• Revised Fire Safety Procedures after Audits, Inspections cycles, changes in standards/legal requirement and incorporate changes as for value addition/abreast regarding changes.
• Prepare fire safety legal compliance register and update relevant stake holders regarding changes.
  
  

3 Trainings & Drills 10%

Provide assistance in conducting Fire Safety Training for All BUs – as per Calander

• Prepare training Calander as per availability of trainers and trainees and plan training as identified in Fire assessments and Audits.
• Develop training modules on fire safety equipment and standards
• Arrange all necessary resources for smooth execution of Training
• Plan evacuation drills and simulation exercises at KE location of assets and monitor compliance
• Conduct scenario-based drills at strategic locations
  
  

4 Technical Evaluation, Testing and Commissioning of Fire Protection Systems 10%

• Develop specifications and TORs of fire protection equipment.
• Design Review of fire protection systems
• Witness Testing and Commissioning of fire protection systems
• Prepare punch list points of identified deficiencies
• Stewardship of identified gaps through stringent follow ups till closures
• Develop pool of vendors with procurement department
• Identified competent vendors for performing CM and PM of Fire Protection Systems
• Conduct evaluations on SAP
• Explore new technologies for betterment in Fire protection Systems.
• Assist concerned Stakeholders for Standardization of Fire Protection Systems and change in technology.
• Conduct feasibility study Fire Safety and protection equipment

5 Fire Safety and Housekeeping Inspection & Audits and PSLA Audits 25%

• Conduct fire safety and housekeeping audits of enabling function locations as per define frequency prepare reports, share findings, and follow up for closure.
• Assist in conducting PSLA Audits
• Prepare scoring and audit results Fire Safety and Housekeeping Audits
• Follow up with for closure of observations during audits and send reminders for closure of observations
• Prepare analysis of fire safety audit findings
• Conduct Fire Safety inspections of All BUs as per defined frequency
• Conduct analysis of monthly fire safety inspections submitted by location owners and safety coordinators
• Perform spot checks of maintenance activities
• Conduct audit of facility management department
• Prepare reports of audits sharing deficiencies and areas for improvement and follow up for closure of grave issues

Plan And Conduct Public Fire Safety Awareness Sessions For Communities I.e. Schools, Colleges And Universities, Hospitals, Govt Bodies Etc And Goal Of Campaign Will Be
