Purpose
The primary purpose of the Deputy Manager – HSEQ at the Generation Power Plant is to develop, implement, and oversee Health, Safety, Environment, and Quality (HSEQ) policies and procedures to ensure a safe and compliant work environment. This role aims to minimize operational risks, prevent incidents, and cultivate a safety-driven culture across all plant activities. The Deputy Manager assists the HSEQ Manager by enforcing safety standards, conducting inspections, delivering training, and ensuring compliance with regulatory and corporate requirements—protecting personnel, assets, and the environment.
Responsibilities
3–5 years of relevant experience in HSEQ management within the power generation or heavy industrial sector. Prior experience at a power plant is highly desirable.
Education
Bachelor’s degree in Environmental Science, Safety Engineering, Mechanical Engineering, Electrical Engineering, or a related field
Trainings & Certifications
Professional HSE certifications such as NEBOSH, IOSH, or OSHA (preferred).

Purpose

This role aims to minimize operational risks, prevent incidents, and cultivate a safety-driven culture across all plant activities. The Deputy Manager assists the HSEQ Manager by enforcing safety standards, conducting inspections, delivering training, and ensuring compliance with regulatory and corporate requirements—protecting personnel, assets, and the environment.
Responsibilities
- Assist the Manager HSEQ in implementing and managing the HSEQ system.
- Ensure compliance with and implementation of the Corporate HSEQ Policy and Procedures.
- Perform Safety Inspection Reports (SIR) and Management Safety Audits (MSA), and share observations with relevant departments.
- Conduct daily safety walks to identify and report safety observations.
- Develop HSE KPI trackers and ensure timely follow-up and closure of findings.
- Lead or support incident investigations; ensure compliance with incident reporting protocols per corporate SOPs, and track closure with line management.
- Deliver HSE training sessions aligned with the Training Needs Analysis (TNA).
- Review Standard Operating Procedures (SOPs) and conduct risk assessments to identify and address grey areas.
- Facilitate annual Process Safety Leadership Assessment (PSLA) and Enterprise Environmental Assessment (EEA), including preparation and follow-up.
- Conduct mock drills to strengthen emergency preparedness.
- Ensure 100% compliance with MSA and D-level safety indicators at the plant level.
- Support Integrated Management System (IMS) document control and compliance.
- Maintain stringent safety oversight during outages and shutdown operations.
- Share plant-level safety data (MMR, B&D levels, MSA compliance, GuarantCo, TRIR, etc.) with HSE G&T back office and CHSEQ within required timelines.
- Support data management for the NEPRA Annual Performance Management process.
- Promote effective Permit to Work (PTW) systems through competency assessments and regular audits.
- Organize safety promotion campaigns and coordinate the celebration of International HSE Days with relevant departments.
- Collaborate with the HSE G&T back office to enhance HSE awareness and oversee contractor safety practices in alignment with applicable standards
