Pakistan Security Printing Corporation (PSPC) is a wholly owned subsidiary of State Bank of Pakistan, registered under Companies Act, 2017. The Corporation, being the only banknote and prize bond production facility of Pakistan, is seeking dynamic and high-caliber professional, who is keen to contribute towards shaping the future of currency production, for the following position:

Head – Project Management Office:

Reporting to Managing Director Head-PMO shall be responsible for the effective and seamless functioning of the Project Management Office, including but not limited to planning, timely initiation, execution, oversight, coordination, and management of the projects as envisaged in PSPC’s Strategic Plan 2028. The responsibility area shall primarily cover the project for the establishment of a new banknote printing and security paper manufacturing facility upcountry.

Key Responsibilities of the incumbent will include, but not limited to, the following:

Leadership and Strategic Focus:

Lead the PMO as the central hub for all project-related activities by envisioning and developing complete blueprints for end-to-end project management processes.
Ensure alignment of the Project Management Office’s activities with the Corporation’s strategic decisions while adhering to the responsibilities outlined in the Strategic Plan 2023-28.
Be a catalyst in cultivating an environment that promotes effective project management.

Project Planning and Execution:

Ensure timely and comprehensive planning of all the project activities and execution of these activities in accordance with the agreed timelines.
Develop and maintain comprehensive project documents, including technical specifications (BOQs, RFPs), interim progress reports, and completion reports.
Manage the effective use of project management tools to ensure clear objectives, measurable milestones, and a positive work environment, while fostering professional development, active engagement, and motivation within the Project Management Team. Conduct periodic reviews and assessments to evaluate project performance, involving stakeholder meetings, performance evaluations
Ensure traceability and regular submission of updates to senior management.
Ensure timely identification and rectification of any deviations throughout the project lifecycle and maintain its appropriate record.

Budgeting and Financial Oversight:

Prepare annual budgetary proposals for capex and opex related to PMO operations and submit these to solicit approval from the respective authority.
Monitor budget expenditures and financial performance against the approved project budget.
Develop feasibilities and financial estimates for each project for onward submission and approval.

Procurement and Vendor Management:

Oversee the relevant part of the procurement process by developing procurement plans, evaluating technical bids, and ensuring timely requisition and submission of BOQs and RFPs for approval from relevant forums.
Collaborate closely with the purchase department for seamless execution.
Coordinate all project activities with the Project Consultant and Project Contractors for ensuring timeliness and quality in their execution.

Team Development and Stakeholder Management:

Build and manage an effective Project Management Team, fostering continuous improvement and collaboration with all internal and external stakeholders.
Promote a culture of transparency, fairness, and active engagement to ensure alignment with project objectives.
Coordinate with relevant authorities to secure necessary approvals for infrastructure and civic amenities/utilities.
Support HR in staff recruitment and training to prepare for the operationalization of new production facilities.
Oversee the processing of necessary approvals pertaining to infrastructure and civic amenities/ utilities from relevant authorities, wherever required, like in case of new production site.

Risk Management, Quality Assurance, HSE and legal Compliance:

Proactively identify, assess, and manage project risks by maintaining a risk register and implementing mitigation strategies.
Implement rigorous quality assurance processes, conducting regular inspections and periodic reviews to ensure compliance with quality standards, including ISO certifications and EPA requirements.
Develop and implement a comprehensive safety and environmental management framework.
Conduct risk assessments and ensure compliance with EPA regulations to foster a culture of safety throughout the project lifecycle.
Ensure compliance with the findings of project’s audit reports all other relevant regulations, standards, and project timelines throughout the lifecycle.

Carryout any other task assigned by the PSPC’s management.

Eligibility Criteria:

Education:

The candidate should possess Bachelor’s degree in relevant field of Engineering (with a valid Pakistan Engineering Council Registration). Master’s Degree in Project Management, Business Administration, Engineering or a related field will be preferred.

In case the degree is obtained from a foreign university, the shortlisted candidates shall be required to submit the equivalence certificate from Higher Education Commission (HEC) at the time of interview.

Age:

Ideal age of the prospective candidate(s) would be around 50 years.

Experience:

The candidate should have minimum 15 years post-qualification experience in green field / brown field industrial projects, preferably having 7 years in a role of Project Manager or Head of Project Management Office. Candidate(s) with recent experience of execution of industrial Plant Projects as Project Manager or Head of PMO will be preferred.

Preferred Certification(s) / Requirement(s):
Prince II (Practitioner Level) or PMP certification.

General Terms & Conditions:

Position is on contract basis for three (03) years, extendable subject to requirement and performance.
