About Us
The National Credit Guarantee Company Limited (NCGCL) has been incorporated as a public company limited by shares, with the subscribed shareholding of Government of Pakistan - Ministry of Finance (44%), and Karandaaz Pakistan (56%). The initial capital of the company has been made available by the United Kingdom’s Foreign, Commonwealth & Development Office (FCDO) under its Financial Inclusion Program. NCGCL has been incorporated as a Non-Banking Financial Company (NBFC), which is regulated by the SECP, and has acquired an Investment Finance Services (IFS) License.
Being a highly specialized institution, NCGCL will be designing and structuring guarantee products, which de-risk SME financing and will help financial institutions increase access to finance for the same. NCGCL will facilitate allocation of capital towards areas, which have a higher economic, employment, and impact multiplier. The primary objective of NCGCL remains to enhance access to capital for SMEs through various structured products, and catalyze economic growth in the process by targeting a largely underserved economic segment.
Job Overview
Manager HR will be responsible for setting up and managing the full spectrum of HR operations at NCGCL, serving as the primary HR representative for the organization. Reporting into the Head of People Services, the role requires a hands-on professional who can balance strategic input with operational delivery. The incumbent will play a central role in shaping the culture, building HR systems from the ground up, and ensuring compliance with all local laws and regulatory requirements.
Key Responsibilities
Recruitment & Onboarding
- Lead the end-to-end recruitment cycle for NCGCL roles, including workforce planning, sourcing, selection, and offer management.
- Partner with hiring managers to ensure talent quality and alignment with organizational needs.
- Oversee the onboarding and orientation process, ensuring a smooth transition for new hires.
- Ensure all pre-joining formalities and background checks are completed effectively and in-time.
- Liase with the Communications function to build an employer brand for NCGCL in order to attract niche talent required by the organization.
HR Operations
- Develop, localize, and implement HR policies, processes, and SOPs in alignment with group standards and Pakistan labour laws.
- Establish and maintain accurate employee records, contracts, and HR systems while ensuring confidentiality and compliance.
- Oversee attendance, leave management, and timekeeping processes.
- Ensure HR documentation and practices meet statutory and regulatory compliance standards.
- Maintain HR dashboards, trackers, and prepare periodic reports for leadership.
Performance Measurement & Management
- Own and drive the end-to-end performance management cycle. Ensure the system aligns with organizational strategy and promotes a high-performance culture.
- Train managers on effective feedback, coaching, and objective goal setting
- Administer and oversee the formal Performance Improvement Plan (PIP) process, ensuring fair and legally compliant actions.
- Analyze performance data and trends to identify systemic issues and report on the effectiveness of the process. Continuously review and enhance the performance management framework.
Payroll & Benefits Support
- Oversee payroll inputs such as attendance, overtime, and deductions, ensuring accuracy and timely submission to Finance.
- Recommend improvements to compensation and benefits programs in coordination with group HR and through regular industry benchmarking.
Employee Engagement & Communication
- Act as the first point of contact for employee queries, grievances, and HR policy interpretation.
- Lead employee engagement initiatives and events to build a positive workplace culture.
- Support the rollout and adoption of HR technology platforms and tools.
- Drive internal communication of HR initiatives, policies, and organizational updates.
- Contribute to ad-hoc HR projects, including surveys, audits, and policy reviews.
Eligibility Criteria
Education
- Graduate/Postgraduate degree in Human Resource Management, Business Administration, or a related field.
- Professional HR certification (CHRP, SHRM, CIPD, etc.) will be an added advantage.
Experience
- 5–7 years of progressive HR experience with reputable organization/s.
- Prior experience in setting up HR functions in a startup, subsidiary, or growth-stage organization will get a competitive edge.
Technical & Behavioral Competencies
- Understanding of the financial sector and an appetite to learn more
- Expert level skill in Microsoft Office (Excel, Word, PowerPoint) and Google Suite
- Strong analytical and reporting skills to interpret HR data and support evidence-based decision-making.
- Exceptional ability to exercise sound judgment, confidentiality, and ethical standards in handling sensitive HR matters.
- Proven ability to manage stakeholders, influence decision-making, and foster a culture of accountability and growth.
- Excellent interpersonal skills for engaging with employees and leadership, resolving conflicts, and building a positive workplace culture.
- Ability to work independently and with minimum supervision
