Context:

Over the years, IOM has expanded and affirmed its role as the leading Organization assisting
the Government of Pakistan to ensure humane and orderly movement of people by devising
practical solutions to shifting dynamics of migration, protecting, assisting and supporting
vulnerable migrant populations, promoting international cooperation on migration issues and
serving as a key source of advice on migration policy, research, data and practice.
Responding to the national priorities of Pakistan and guided by the IOM Strategic Plan
2024-2028, IOM’s Comprehensive Action Plan for Afghanistan and Neighboring Countries, the
Global Compact for Migration, and the UN Sustainable Development Cooperation Framework
for Pakistan, IOM – working along the Humanitarian-Development-Peace Nexus – will continue
its role in continuously improving migration management and governance and safeguarding the
dignity and protection of migrants and migration-affected communities.
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the
Programme Support Coordinator, and in collaboration with relevant units in Pakistan Country
Office (CO), the Regional Office for Asia Pacific Region (ROAP), donor capitals, and
Headquarters (HQ), the Programme Support Officer within the Program Support Unit (PSU) will
be responsible for providing technical inputs and information to support the units and
programmes across the CO in internal coordination, development of project proposals, project
reporting, donor engagement, and other programme support and coordination functions.
Core Functions / Responsibilities:
1. Support project development activities in close coordination with Programme Managers (PM)
and Programme Support Coordinator by providing technical inputs, drafting sections of project
funding submissions/proposals and appeals, and checking internal coherence and coordination
between programmes.
2. Provide technical input and information to support Programme Managers in the preparation of
periodic reports on programme results, including interim and final reports in accordance with
IOM procedures and donor requirements.
3. Draft internal progress implementation analyses, provide input to programme monitoring,
including documenting significant decisions, problems or deviations and evaluating
programming aspects to help identify and contribute to the prevention and mitigation of risks.
4. In close coordination with relevant units, analyze and document project results for reporting
purposes.
5. Conduct regular analyses of the donor landscape in Pakistan, including funding opportunities
and strategic priorities to support resource mobilization and diversify CO’s donor portfolio.
6. Maintain internal liaison with other units at CO, ROAP, IOM COs implementing similar
activities to strengthen knowledge management and facilitate a coordinated and synergized
approach to programme implementation.
7. Provide support for the development and maintenance of close collaboration and dialogue
with relevant stakeholders, such as Government entities, United Nations (UN) agencies,
International Non-Governmental Organizations (INGO), donors, etc. to assist in enhancing
programming effectiveness and creating synergies.
8. Provide technical support to IOM’s coordination responsibilities within the UN-led coordination
structures.
9. Contribute to drafting of press briefing notes, newsletters, presentations, talking points and
other materials related to the work of the CO, in coordination with the Public Information Team.
10. Facilitate the integration of cross-cutting issues such as gender, disability, youth,
environment and accountability to affected populations during programme development and
implementation.
11. Assist in preparing for and actively participating in both internal and external meetings, as
well as undertake site visits and duty travel, as required. .
12. Assist the Programme Support Coordinator in building project development and
management capacity of the CO’s staff by providing guidance on the usage of organization tools
and portals, participating in and supporting facilitation of training sessions or workshops, and
drafting guidance materials.
13. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Sciences, Law, International Relations or a related field
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in supporting project development and management, reporting, and
- Experience in emergency and post-crisis environments, community mobilization, humanitarian
- Experience in the coordination, implementation, analysis and evaluation of humanitarian,
- Experience in supporting programme management, including budget planning and monitoring
- Experience in liaising with governmental authorities, other national/international institutions.
Skills
- Knowledge of UN, IOM and Non-Governmental Organization (NGO) mandates and
environment and development;
- Demonstrated communication skills, both written and verbal;
- Demonstrated high level of expertise in project implementation;
- Knowledge of monitoring and evaluation; and,
- Demonstrated communication skills with government partners.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish), Urdu, Dari and/or Pashto
is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
