Programme Background

Sustainable Energy and Economic Development (SEED) is a £37.5 million programme that aims to support provincial economic development and sustainable energy in Pakistan. It will support the province of Khyber Pakhtunkhwa (KPK), to plan and finance the infrastructure and investment it needs for growth, jobs and prosperity. The programme will also address Pakistan’s energy crisis by providing innovative financial solutions to industry for the adoption of sustainable energy practices. Within SEED, ASI has been contracted to deliver the first component - Improved Economic and Urban Planning in Khyber Pakhtunkhwa (KP) – with a budget of £15 million. The outcome of the programme will be public and private investments generate greater economic, social, and environmental returns. The programme will be managed by the UK’s Foreign Commonwealth and Development Office (FCDO).

Context

SEED will tackle two binding constraints to economic and urban development in Pakistan: weak planning and an unreliable and unaffordable energy supply. Component 1, the focus of this programme, will deliver specialized technical assistance on areas such as urban and economic planning, expertise in key economic and urban development sectors (e.g. transport, energy, industrial zones, housing, private sector development), conducting analytical studies, engagement with government counterparts, and ongoing monitoring, evaluation, learning. Through this there are opportunities for KP to become more climate resilient and adaptive, by making adaptations to it’s strategies, it’s planning systems, and by selecting and implementing specific projects. The purpose of this role is to lead SEED’s approach on how to support GoKP to do this.

The Public-Private Partnerships Unit was established by virtue of KP PPP Act 2014 to serve as a secretariat and technical arm of the PPP Committee, as formed under the PPP Act and to provide technical, financial and legal expertise to the Committee and any PPP Node established under the PPP Act 2020. In order to facilitate the PPP Unit in its functions assigned to it under the Law a PPP Support Unit was established within the Planning & Development Department P&DD to supply all technical expertise required.

Since inception, the PPP Support Unit faced challenges due to inadequate in-house expertise available. This, in turn, negatively impacted the Nodes’ capacity to conceptualize and develop projects. There is a dire need to develop the capacity of the Support Unit, to extend the necessary technical support so that a pipeline of commercially viable PPP projects can be established.

Objective

To provide the technical support required by the PPP support Unit to carry out its functions as mandated by the PPP Act 2020, under the overall guidance of Chief PPP, P&DD and Investment Advisor, SEED.

Broader Deliverables

D1: Review KP PPP ongoing transactions to ensure compliance with the PPP act 2020, applicable rules and guidelines.

D2: Monitor ongoing projects and appraise new concepts submitted by departments to build and refine the PPP projects.

D3: Develop an action plan to achieve the successful completion of the PPP projects in the Pipeline.

D4: Provide monthly progress update to investment advisory seed on PPP projects

D5: Record Notes for Meetings conducted for engagement, coordination or consultation

Tasks

  • Examine KP PPP transactions to ensure alignment with the PPP Act 2020, applicable rules, and guidelines.
  • Verify that all required documentation and approvals are in place and adhere to legal and regulatory standards.
  • Engage with relevant stakeholders to clarify compliance requirements and address any ambiguities.
  • Provide on-ground support to PPP Unit to strengthen the PPP project pipeline.
  • To develop a project implementation action plan to achieve the successful completion of the PPP projects already in the Pipeline.
  • Support the capacity building of government officials for PPPs by assisting in the implementation of ongoing activities under the SEED program.
  • Review project concept notes and proposals and provide technical input for improvement.
  • Ensure compliance with documentation requirements for project proposals under review.
  • Assist the PPP Unit in undertaking day-to-day operations.
  • Liaise and coordinate between PPP Support Unit and the SEED team, as and when required.
  • Participate in regular check-ins to report progress, problems and lessons learned with the SEED team in general and the investment Advisor in particular

Duration

The PPP Analyst will be engaged full-time (up to 18 working days per month, with a total of 216 working days) under 1-year contracts, extendable upon satisfactory performance.

Management/Reporting

  • The PPP Analyst will report to the Investment Advisor SEED for overall delivery of outputs, and to Chief PPP Unit, Planning & Development Department, Government of Khyber Pakhtunkhwa on day-to-day basis.
  • The PPP Analyst shall work under the overall guidance and quality assurance of Chief PPP.
  • PPP Analyst will prepare a quarterly work plan of specific tasks and submit a quarterly report documenting progress against agreed targets. The Workplans and Progress Reports will be reviewed and approved by the Chief PPP Unit and the Strategic Advisor, Planning SEED.
  • The PPP Analyst will provide regular fortnightly and monthly progress updates to the Investment Advisor, SEED.
  • There will be a 6-month performance review for the consultant led by the Investment Advisor, SEED with due input from the Chief, PPP Unit, P&DD.

Required Education

  • At least a Masters degree in Economics, Civil Engineering, Public Policy/Administration, or other relevant discipline. Graduate degree in Law (LLB) from a recognized university will be acceptable, where combined with relevant experience.

Minimum Experience

  • 5 years of experience providing technical support to the development, bidding, implementation and monitoring of PPP projects

Preferred Experience

  • Experience working with provincial governments (especially with GoKP) preferably on PPP transactions or framework

Values and Obligations

All members of the SEED team are expected to adhere to the following values and obligations:

  • At all times working collaboratively and openly with other members of the SEED team, proactively providing guidance, advice and sharing experiences in order to solve problems, overcome challenges and manage risks together.
  • Free and open sharing of information gained from government counterparts, FCDO or other international projects with other members of the team.
  • Respect for the confidentiality of the SEED team’s discussions, assessments, decisions and plans or agreements with FCDO; sharing information with external parties only when authorised to do so by the Team Leader .
  • Adhering to decisions taken by the programme’s leadership and taking collective responsibility for implementing those decisions and communicating them to counterparts or other external parties.
  • Ensuring they have an accurate understanding of policies and decisions made by FCDO that relate to SEED, and respecting and adhering to those policies.
  • Complying with the channels set out by ASI for all communications with FCDO through the SEED leadership structure.
  • Careful coordination with other team members of communications and meetings with government counterparts to ensure coherence of technical advice and as efficient use of counterparts’ time as possible.
  • Constant monitoring of risks to the delivery of SEED activities and achievement of objectives, as well as the reputation of SEED and FCDO, and swift referral of those risks to the Team Leader and Deputy Team Leader.
  • Advisers are obliged to look out for and report human rights abuses known and rumoured to have taken place connected with or undertaken by our counterparts. In the event that advisors gain information about any such abuses they should report the matter in line with the procedure contained in the SEED Human Rights Assessment and Framework document.
  • Professional coordination with other internationally funded programmes supporting SEED, including briefing those programmes when requested by the Team Leader or Deputy Team Leader.
  • Contribute constructively to team meetings, development of workplans, risk assessment, progress reviews and report writing, as well as external evaluations by FCDO or its independent evaluation advisers.
  • Complying with SEED’s media policy of referring all inquiries from the media to the Team Leader and Deputy Leader before responding in any way to those inquiries.
  • All meetings with officials from FCDO should be minuted and those minutes shared with the Team Leader and Deputy Team Leader at the earliest opportunity.
  • Maximising the impact of the programme’s limited resources by ensuring expenditure on travel, accommodation or other costs is as efficient as possible.
  • Complying with financial procedures designed to protect the financial integrity of the programme and notifying the Deputy Team Leader and Project Managers of any incidents that threaten that integrity.
  • Complying with ASI’s Duty of Care and security procedures designed to ensure safety of personnel and notifying the Deputy Team Leader and Project Managers of any incidence that threaten the security of personnel or assets of the programme.
