Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC Country Delegation (CD) in Pakistan is led by the Head of Country Delegation (HOCD). IFRC CD in Pakistan is part of the Asia-Pacific Regional set-up and its role and mandate in Pakistan are defined as support to the PRCS in programme/service delivery, emergency preparedness and response, international resource mobilisation, ensuring quality and accountability to donors, and coordination of NSD activities towards PRCS development.

Job Purpose

PMER Senior Officer is responsible for supporting the set-up and implementation of a PMER framework for emergency and long-term operations and for developing and ensuring quality PMER systems and processes as well as effective delivery of these during the operation. This role will focus especially on planning, monitoring, reporting and information management (IM).

The PMER Senior Officer will support the PMER Manager to ensure that PMER is central to operational strategy and delivery, and that PMER standards and deadlines are adhered to in the operation, to support quality programming, accountability and learning.

The PMER Senior Officer will be responsible for data validation, verification and visualization in order to inform evidence-based decision-making. The IM component of the role includes data validation, analysis and visualization as well as responsible data stewardship and coordination of data flows.

Job Duties and Responsibilities

Planning

  • Assist in developing quality plans for the operation, ensuring engagement and compliance from all management, technical and support teams for a results-based and adaptive process.
  • Ensure compliance with IFRC standards and frameworks for planning.
  • Assist in setting up systems and guidance to support the development of quality plans from each sector and to enable the consolidation and subsequent revisions of the operational strategy to inform a coherent, high-quality plan.
  • In addition to the existing results-based management approach to planning, promote an adaptive management approach to planning to ensure that feedback and lessons learnt inform the evolution of the operational response.
  • Ensure that PMER is well represented and supported in the operational planning and budgeting (e.g. plans and resourcing for setting up PMER systems, products and deadlines) and in operational management.
  • Assist in Federation-wide planning process for the National Society to have a one unified plan with all partners.

Monitoring

  • Assist in developing the monitoring mechanism and implementation plan for the operation, including outlining data sources, collection methods (quantitative and qualitative methods), frequency, and audience.
  • Assist in designing and establishing system(s) to collect reliable and timely monitoring data that captures the operation’s implementation and informs operational management and quality programming.
  • Liaise closely with sectoral teams to define and agree on data sources, collection methods and management systems for quantitative and qualitative data.
  • Assist in developing monitoring tools for tracking the operations with the development of Indicator Tracking Tools, Work Plan, Implementation Plan and tools for calculating People Reached.
  • Assist in coordinating with NS to maximize coordination and collaboration around data collection, benefit from secondary data and reduce duplication and the negative impact of assessment fatigue.
  • Ensure a sound analysis of monitoring findings and a clear presentation of these to management, through reports, data visualization and evidence-based documentation, to inform decision-making
  • Undertake field monitoring visits with technical and NS teams and develop comprehensive monitoring reports to inform management and leadership of the ongoing operation and its challenges.

Evaluation

  • Assist in coordinating any surveys, reviews, lesson-learning exercises/workshops, evaluations, or other relevant studies, to ensure they are timely, useful and ethical and uphold IFRC’s criteria and standards.
  • Ensure all review or evaluation work is evidence-based and considers the outcomes, as well as the outputs of the response, to ensure that this informs future operational decision-making and quality programming.
  • Participate in any internal reviews of operational progress, including lesson-learning reviews.
  • Promote the sharing of findings and lessons from M&E processes to inform future implementation.

Reporting

  • Provide good quality reports for the operation (e.g. Ops Updates, situation reports, Final reports, donor reports and other relevant reports).
  • Provide quality reports against the Unified Plan of the National Society.
  • Ensure all reporting of the operation is compliant with the IFRC’s standards and formats.
  • Collaborate with technical and support managers, particularly finance and Operations, to ensure compatibility between narrative and financial information in all reports and for any pledge-based reporting.
  • Assist in engaging with NS and PNSs to ensure there is appropriate knowledge of what others are doing in the operational context to inform reporting.

Information Management

  • Support the National Society in ensuring quality of data collection processes and data management activities, including the design, build/coding, implementation and management of primary data collection/mobile data collection activities.
  • Ensure timely preparation and generation of information products such as infographics, dashboards and maps for information sharing and dissemination to relevant stakeholders during operations
  • Apply responsible data protection across the operation.

Education

Master's degree from an accredited university in social science, international development, evaluation research, statistics, or a related subject

Experience

Required

  • 5-6 years of experience working in PMER, IM or analytical role
  • Experience working in humanitarian sector and development projects
  • Background in data collection, management, analysis and presentation methods and tools, including strong report writing skills.

Preferred

  • At least 2-3 years of experience in complex emergency operations
  • Familiarity with IFRC/Red Cross Red Crescent emergency operations, policies, procedures and systems.

Knowledge, Skills and Languages

Required

  • Skills in supporting organizational learning, accountability, and performance
  • Strong analytical and written skills, including reports and presentation skills
  • Strong skills in planning and using PMER concepts, tools, and best practices
  • Mobile data collection, survey design and implementation skills including the use of KoBo or similar platforms
  • Knowledge of results-based or adaptive management systems and processes
  • Ability to handle complex tasks independently and work under pressure
  • Strong time management and organizational skills with very close attention to details
  • Fluently spoken and written English, along with local languages.

Preferred

  • Knowledge of assessment, survey and monitoring methodologies with experience in implementing them including enumerator training
  • Knowledge and skills around results-based planning (logframe) and setting up robust planning systems for complex programmes.
  • Good knowledge of data visualisation and Business Intelligence tools such as PowerBI, Tableau
  • Knowledge of evaluation and review for disaster response or recovery work
  • Experience in capacity building through on-the-job or other training methods
  • Knowledge of developing timely and quality progress reports, donor reports, and impact stories, ensuring alignment with donor requirements.
