Summary
The International Rescue Committee is initiating a short-term nutrition focused project funded by UNICEF. The initial duration of the project is 4 months with possible further extension. The project will contribute to improving the nutrition service delivery and outreach in seven districts of Punjab province.
With the supervision and guidance of the Finance Manager, the Finance Officer will support the day-to-day financial management of the project, ensuring accurate, timely and compliant financial transactions, budget monitoring, expenditure control and financial reporting in accordance with IRC policies and procedures, and donor requirements. This position involves travel in the field.

Summary

Major Responsibilities
- Support the Finance Manager in preparation and regular review of the project budget, expenditure forecasts and cash requirements.
- Maintain accurate and timely financial records and ensure transactions are properly coded to the project and relevant budget lines.
- Process payments, advances, settlements and other project financial transactions in accordance with IRC procedures.
- Review supporting documentation for completeness, accuracy, authorization and compliance before processing payments.
- Monitor project expenditure against the approved budget and promptly flag variances, underspending or potential over-expenditure to the Finance Manager.
- Provide regular budget-versus-actual expenditure updates to the Finance Manager and Project Management Office.
- Coordinate with Programme, Supply Chain and HR teams to ensure financial requirements are properly reflected in activity planning, procurement and staffing.
- Support preparation of monthly financial reports, expenditure forecasts and donor financial reporting.
- Maintain proper filing and documentation of vouchers, invoices, advances, liquidations and other financial records.
- Monitor staff and operational advances and follow up on timely liquidation in accordance with IRC procedures.
- Support payroll-related processes and project staff cost allocation, where applicable.
- Ensure compliance with IRC financial policies, donor requirements and applicable internal controls.
- Support internal and external audits, financial reviews and donor verification exercises by providing required documentation.
- Identify and report financial risks, irregularities or control weaknesses to the Finance Manager.
- Maintain confidentiality and proper safeguarding of financial information.
- Support project close-out, including expenditure reconciliation, clearance of outstanding advances and commitments, financial documentation and final reporting.
- Comply with IRC policies on safeguarding, PSEA, fraud prevention, Code of Conduct and other relevant organizational requirements.
- Updated project budget and expenditure tracking.
- Monthly budget-versus-actual expenditure reports.
- Timely processing and clearance of payments and advances.
- Accurate financial records and supporting documentation.
- Cash-flow and expenditure forecasts.
- Inputs to donor and IRC financial reports.

Job Requirements
- Education:
Work Experience
- Minimum 3 years of relevant professional experience in finance/accounting, preferably with an NGO/INGO or development/humanitarian organization.
- Experience in project financial management, budget monitoring, expenditure tracking and financial reporting.
- Experience working with donor-funded projects, preferably UNICEF or other UN-funded programs, is an advantage.
- Experience in processing payments, advances, liquidations, payroll-related transactions and maintaining financial documentation.
- Experience supporting audits, financial reviews and donor compliance requirements.
- Experience working with INTEGRA, field-based teams and managing financial transactions across multiple locations is desirable.
- Experience of working in South Punjab particularly target districts will be preferred
- Strong skills in budget monitoring, financial analysis and expenditure control.
- Good knowledge of accounting principles, financial procedures and internal controls.
- Proficiency in MS Excel and financial/accounting systems.
- Ability to review financial documentation and identify errors, inconsistencies and compliance issues.
- Strong organizational skills with the ability to manage multiple priorities and meet deadlines.
- Good written and verbal communication skills.
- Ability to prepare clear financial reports and explain budget variances to program teams.
- Ability to maintain accurate records and handle confidential financial information.
